While I don't agree with forcing children into wearing lolita, especially when they're that young and should just be wearing comfy and warm feetie pajamas, I think it's fine to help your kid wear lolita when they're young if they want to. My little cousin has seen me in lolita since she was born and gets this really shy smile on her face when she sees me all frilly. I recently gave her one of my petticoats I didn't need (it's a pink polka-dotted tulle Bodyline one) and she wore it around for the rest of the dinner party and went home in it, even though it was a bit too big and she kept having to pull it up haha. It was all kinds of adorable.
She also has now started wearing "petticoats" (think elastic band with one layer of tulle sewn to it) under her dresses and other generally frilly/pink/funky stuff.
