A cam is not required, nor is a mic. But the thing is most of us have our webcams and mics up, myself included. If you don't have a cam and don't want to be a black moe box, you can always use Tinycam, as that counts as it. But there is indeed a chat function on there, and most hang outs are not permanent. It ends with the last two people leave.
