I'm doing RED fem sniper for an upcoming con but looking at his outfit I really don't see anything that needs to be changed. So my outfit is essentially the exact same as his except made for a female figure.

Last time I wore it people said I was just too lazy to crossplay, that it wasn't different enough to work for a female sniper.

What the shit? His outfit is pretty gender neutral I think, same as scout's, you can change it if you want to go that extra feminine mile but it's not necessary.

I don't think you need stockings, from the looks of it you've got great legs. I think you should just bring in the shirt a little more just a little, not too much to the point that it's skin tight but enough for it to slightly drape off your body. Then just add some kneepads and a thicker belt and you're done.

There will be someone who will assume you're just being skanks but you're not doing battle versions you're just pinups so I think you can get away with it. People will be in awe of how amazing you look.

You know how you feminize sniper?

You change the cut of the vest. make it shorter and closer to the body. You can use a pair of boot cut pants. A ladies wristwatch.
A pair of woman's shoes(for example, a pair of womans boots with a chunkier, lower heel) Add in a wig, with instead of sideburns, you have some bangs that frame the face and the rest is all pulled back, either in a ponytail or braided.

Change the sunglasses to a slightly more feminine style. For extra touches, you can add in maybe a thin simple bracelet on the other wrist, or very simple stud earrings.

For extra bonus, add a small feminine touch on your sniper rifle. Like draw a little heart on the stock, or butt of the gun. Or for a gag, but totally impractical. Tie a pink bow on the barrel of the gun.

So on the topic of TF2 gender bends, can someone please explain to me why it is "okay" to dress the male characters up in skanky outfits and heels...but not if they are women?

The part that you're missing is that the TF2 fandom is made up of thousands of people with very different views. If you take "TF2 fans" as a whole, you will of course run into inconsistency and hypocrisy. The one thing I can point out, though, is that all of your posted CrossdressFort images appear as though the characters are enjoying that in privacy, during their off-time, not in the midst of a battle. FemFort characters that are made up in heels and skirts and expected to actually fight or be useful are criticised. If you look, you'll find plenty of pinup and cheesecake FemFort art that is praised and well-loved, because it's purely for the aesthetic and not attempting to be an accurate portrayal of a mercenary.

It's mostly a matter of personal opinion and judgement, I must admit, but you can usually tell pretty easily which category the art falls into. Generally, pinup/cheesecake will be labelled as such by the artist, also as we're talking about TF2, a lot of it tends to be made with a 60s aesthetic. Skimpy-impractical FemFort tends to come with a biography or artist description implying the character honestly fights as they are presented, or they are depicted battling/interacting with other characters as if their uniform were normal attire. The worst of the skimpy-impractical FemFort will usually depict the female character pulling a "Don't hit on me you silly boys!" or unneccesary-over-the-top-violence-means-I'm-empowered-and-mature against male classes. The vast majority of FemFort art doesn't fall into either of these categories, and simply depicts a mercenary in TF2 that happens to have XX chromosomes.

I've realised that what I typed may sound aggressive and/or pretentious, so at this point I would just like to say that I don't care what/where/why/how people use TF2 for their own devices. I'm not the no-fun police, I let everyone do their own thing, I don't hate. I just like analysing.
