You are correct. However, there is a bit of hue difference between the OVA and the anime. I'm sure the manga is a bit different too. In the OVA Seras sports a more ashen shade of blonde; in the anime she's a bit more golden, with maybe a bit of red hue. :B

I don't get why so many people HNNG over the EVA twins? If I had a twin and I was going to do an Eva cosplay I'd do a clone Rei cosplay. There are plenty of other better EVA cosplayers, the Rei wig is also strangely styled. Sure the costumes are pretty much impeccable and I give them major props for the great construction but what's with all the EVA TWINNNSSS HOMG BEST EVARRR ASDFGHJKL;

Personally I find their features too angular for Rei, but it works well for Asuka.

On a related note to dispelling the illusion that these people are perfect, you creepy weirdos (says the man on /cgl/ at 9am), I met one of the twins at a tiny little con a few months ago where she was a Cosplay Guest. She was kind of out of it when I talked to her and didn't seem to understand that I was asking for a picture at first. Later on someone told me that particular pair of cosplay twins are usually on something at cons. Don't know how true that is but it would explain why she left after ~40 minutes of the "Cosplay Variety Show" saying she felt ill.
