I think it's super cute. I think they're meant to be alternative versions, though Homura fits more then Madoka does.

Costume accuracy is the whole point of cosplay. It doesn't matter how cute you are (though that helps if you're cosplaying a cute character), their outfits are the point. Those girls are pretty good for the part, but their cosplay is semi-shit. It's kind of painful.
