1. Funimation is shit to begin with; Therefore they never had standards.

2. Even if they did have "standards" Hetalia would still meet them because it's going to bring them a butt load of cash. I'm sorry you're uneducated in how business works, but it's not about "producing omglol perfect collection of animu uuguu" It's about producing shit people will buy, how much, ect.
I'd say it's also about making their stuff decent, but since Funimation pretty much just picks up hobo's off the street and put's puts them to voice work, I can say they pretty much half ass everything they do and get a fat check in the end.

They do the TV ratings because they actually do have their own broadcast network on premium cable. "Broadcast" does not always equal basic or extended cable, video on demand and premium cable also count as broadcast outlets even though the total audience is smaller.
