People make songs using the Vocaloid program, then accompanying music videos. The outfits change depending on the song, so people cosplay from those. There's apparently a videogame or two, as well, with unlockable outfits.

Vocaloid is 100% fan driven. Fans make the songs, fans draw the pictures, fans pretty much do everything but make the flashy little figures.

I think it's fun. You have a recognizable set of characters with an endless creative potential. The very point of Vocaloid is creativity. It's also an excellent way for relatively unknown musicians and artists to get attention. Fuck, Supercell is working for Sony now selling assloads of CDs, and Huke is working on his own Animu. Did you hear about either of them before Vocaloid?

The only thing that annoys me about Vocaloid is how everyone seems to cosplay the default outfits. It's boring and it goes against what Vocaloid is all about. SO we have these threads to encourage our fellow cosplayers to make creative outfits. Ain't it nifty?
