The thing to remember about Lulu's outfit is that it's 4 separate pieces:
-Fur shawl
-Corset with a front closure/lace up back and exposed boning
-Sleeves (not attached to skirt or shawl)
-Skirt under corset

I'm not even sure where to start on it, but I would recommend at least for the corset to use real metal boning to keep your shape and push up your tots for that signature Lulu cleavage.
Also, use real belts, they're cheap at thrift stores and if you reinforce the front of the dress where the belts are, they won't weight you down.

I'm done with my Lulu, but it's basically like what>>1933973
said. a tip for the belts is to glue some of the belts to each other and weave them in a way, not at random, so that the belts help enforce each other.
I hand painted my floral trim with modge podge and acrylics, but it takes a butt load of time.

tip for hair, if your hair is black/off black, and looks like her bangs then use it and buy some cheap hair extension for the braids and just combine through the bun (make sure the bun is really high up on the head)
and Lulu has apparent corn rolls in the front too.
