I wonder how one would go about doing it though...?
Getting the eyes and guitars would be fairly simple, but I have no idea how you'd get your entire body and clothes to glow the same way. Except for like... millions of LEDs. Everywhere.

You could do it all up in blacklight stuff and do a photoshoot under blacklights...

That's what a friend of mine was gonna do, but then she realized just what putting together a huge amount of LEDs like that would take and gave up without trying. Wuss.

I myself would make clothes made of EL-wire.
