Tochtli was fuel for Tepactl during novel 19, so he could use HIS grimoire and have her take the consequences. It's combat strength and overall power. Misaki's power falls more under the support type. And Awaki is now somewhat of a Level 5 since she has overcome her trauma. She only needs a System Scan to confirm it.

Well, we hardly have had any Gemstones yet. Gemstone girl was stupidly powerful, but that may be influenced due to being written out of Kamijou's perspective, and Gunha is a beast well above most magicians.
I see it as talentless, hard working people having a bigger pay-off than just sitting on your talent all day erry day.

I'm trying to watch these series since I would like to watch the second season with /a/. I didn't think this warrants a thread of it's own so I'll ask it here.
In the end of episode 12... I just can't get it all. In the end of the day, I felt more sympathy to the side of the underdogs (the not so talented guys) than Misaka and her pals. And to top it off, this is addressed in the end of the episode by Kuruko (What if the other guys are right?) and is just shrugged off as a joke which further confused me.
I don't get really get what the guy who made this anime is trying to say. Can anyone help me out?

Read the Railgun manga instead, and at least watch Index before that so the concepts and foreshadowing don't just fly over your head.
