Because she saw what anarchy was like. The system is bad, and highly flawed, but people are currently dependent on it. She's biding her time to wait for a chance to destroy it later, but for now its a necessary evil.

Because Shogo was an edgy retard who didn't know shit and destroying Sybil outright would simply create a new shitty system, people who follow shitty leaders usually end up sinking in deeper shit than what they were in. At least Sybil actually does protect most people from violence. Akane trusts the people to overthrow Sybil themselves in the future, and does her part for that to happen.

It was a pretty realistic ending and choice, perfectly in synch with the general tone of the show.

Honestly, the way Shogo came back at all almost felt like bullshit to me.

Suddenly a new enemy appears, whose existence had very little hints until the episode before (Kasei also dropped a couple in episode 13 I will admit), who does next to nothing to advance the plot other than killing off a main character to give edgy faggots the SUFFERING they wanted, fucks up and causes the main villain to go free, and then does very little for the final few episodes while the main villain causes more SUFFERING.

The whole Shogo escapes from the plane episodes were badly handled both in story and execution (remember the QUALITY), I think they'd do it much better if they had the occasion.
The whole thing was set up nicely, Sybil even camouflaged the fact that they were on a plane, the fact that it wanted to convince Shogo and not force him made sense, but Shogo's actual escape was pretty bad and funny.

Hyper Oats didn't bother me, though it'd be better if they were mentioned before maybe. The coming out of the blue was what took people off-guard.

Ok, If you have been watching the series properly, in the last few episodes Kogami was talking with the professor about the implication of what would happen if SYBIL goes down. The society they live in relied too much on the system to the point that Sybil provides and absolute (100%) life(or sexual) partner and career placement for them.

The system itself controls most if not all of the major factors of human physiological needs. It guarantees or provides most of the levels of Maslow's hierarchy of needs to the citizenry. Letting Shogo take it down will only result in to having their society plunge into chaos.

Most of it was for dramatic effect. It takes little amount of time to transform into LE mode and shoot, DD takes more time to charge.
After the gun ID'd Akane in ep1 it scanned targets instantly.

Professor also mentioned in one of the episodes that experts(presumably those with PhD's) have been shunned by the Sybil system and was rendered obsolete by the new society since career placement is handled by the system and placing people on jobs based on their Psychological profile and aptitude. We can safely presume that mastery of certain fields comes in the form of OJT and most of the people living on that society only takes GED courses and Sybil would decide where to place them. Once Sybil goes down, people would be clue less and would lead to further decline of education in all levels.

International Relations is also handled by the system. That is why on their simulation, they have tackled the problem of refugees trying to get in Japan since it was stated that they are most stable country in existence during that time frame. Once the system goes down, Japan would lose all of its diplomatic power since there is no one capable or experienced in creating and handling foreign relationships.

The only thing Sybil has going against them is being decidely unpleasant, from Akane's PoV.
I know it's a dangerous thing to say, but I consider P-P fairly "mature" because of this. Not because of the gore, the violence or the depressing world, but because it doesn't go all chuuni power fantasy but because it portrays characters who are allowed to accept the system instead of having to play "hero".

I agree with the spoilered part. In a way Akane and Shinya both do play heroes, but in 2 separate directions and one has to face severe repercussions for it (barely escapes with his life and is forced to leave his country, also has murdered someone), the other has to work with the system and not share her knowledge with anyone, and do her best little by little and resist against Sybil in a slow way that's not guaranteed to work. I'd say that in real life not every hero does very loud and noticeable things and makes everything OK in a day anyway.

He was already a "murderer", he was just going to kill another criminal and she was as aware as him, if not more since he was being moved by revenge, that Shogo was more of a criminal than the other guys he had killed, despite not being labeled as so by the system. If the other common folk had to be killed for being criminals, he had as well, despite if "killing for revenge" was wrong or not.

Shinya wasn't really a murderer. As in, he never made the decision to kill himself, and he had no personal feelings to decide on the fate of his target. Accepting Sybil as a good system, you could also say that he did it for the good of all.

With Shogo, it was completely personal and he decided to kill him all by himself, he made a free choice.
