Not entirely, there are some differences in their programming and situations, but they share the same base.

BB is said to be more like Gilgamesh + Ilya + Rider, and maybe a few others but it's been awhile. She's sadistic, playful, an observer, but if you can turn the situation around on her she flips to dere mode. Nurse is said to be more like Enkidu + Sakura + Saber + Arc, and yet again a few others because it's been too long to fully remember. She's bound by her duty that she must fulfill, she doesn't see herself as allowed to love since she's a mere program or she just doesn't understand it in the first place, but no matter how many times she tries to deny her love it keeps coming back to her full force.

Hard to fully explain at all, but the characters who make them up are about right. Gilgamesh even sees BB and Nurse as the two Observers of the Moon like him and Enkidu, which is part of the reason why he emphasizes with their position on occasion.
