No the problem is the show concentrated to much on the characters and not on the world itself. I wanted to know things like how did the system get introduced in the first place, how do the citizens really feel about the system, and so fourth. You never really felt like the city was a dystopia because for the first 12 episodes it was stand alone episodes with a noir feel to it and then in the second half it was all about Shogo and Makinshia and the brains didn't really feel like villains even though it was obvious they were the "antagonist".

The world building takes nearly half of the show. You have to watch it all to appreciate it as a whole.
Overall it's a story about struggling in dystopian world, human superiority complex, systems put in place to protect humans backfiring and unforeseen threat to human survival.
There is not much in the show that's really unnecessary, when you finish it you can see how everything made sense. I strongly recommend it if you like interesting world, a bit of hopelessness, fighting the system and underdog rising to power.
