That does a fat lot of good when you are scared of space squids and hiding from them is all you can do. The people of Gargantia are subservient to the whims of some squids, how noble. The Hideauze don't care about Garngantia, because the Gargantians don't have any way to stop them. Once one of the human groups starts to be able to pose a threat to the Hideauze, you can bet that they will start exterminating all the humans.

Why do you take Ledo seriously anyway? Ledo was an idiot to think that one mech of his is good enough to kill thousands if not tens of thousand squids. Gargantians took the right course of action in stopping him, as he starting a fight with the squids would also mean doom for the fleet. Hell, Ridget event told him that he's welcomed to fuck shit up if the squids attack the fleet first, and that sounds hella reasonable to me.

It doesn't matter if the Gargantians like or hate the squids, they're simply in no position to start a war that has no chance of victory.
