Well, you gotta keep in mind that the anime had those training flashbacks that only happened later in the manga. You could probably cut some episodes. Also, if you'd remove all those stills and unneccessary monologues, you could probably cut everything down to something like 8 episodes. I'd imagine that you'd be able to remove another half hour from that material.

The atmosphere was great and the actors were spot on, but the movie was just ok. Nothing to write home about. And the Kenshin and Sanosuke vs the world scene was pretty silly. It looked like a live action Dinasty Warriors.

A SnK movie would be hard enough to make look decent with a Hollywood sized budget

With a Japan-sized budget it'll be a miracle if it looks even as good as your average tokusatsu movie, the way the special effects are going to be spread thin between the backgrounds, the titans, and the 3DMG animation. This is a terrible idea.
