Nono, it's perfectly fine to have the upper floors as full size.

The real problem lies in weight and supports - the overhangs require weight supports as well as the lower floors requiring higher compressive supports due to concentrated weight, so to speak.

Simplest way would be to think of a lego, going up sideways only like a stair; you can go in 25% weight increment per floor or so.

It's exactly the same physics as an arch, except that the two halves are transposed ( \/ instead of /\ ).

As long as the center of gravity remains inside the building's footprint (which, admittedly, is less certain than in the case of an arch or vault, where there's no part of the building that isn't inside the footprint), it won't fall over.

For a common real-world example of this, look at an electric pylon, or a tree.

wattle and dorf construction is always black wood and white render, as the colour is defined by the make up, and they wouldn't have had the technological know how to go that extreme
some upper cantelever was possible
about .5m with that construction method
however with modern means it is totally possible
the sketch I've produced just shows the basic principle of how it works
impossible to have build that tall with that method too
either than that, the thing is that the cantelever would have caused huge lighting issues with the interior
it is for all intents and purposes
