Stating the exact same topic twice consecutively is hugely redundant. The topic is assumed to be the same till you change it, or (when beginning a new paragraph.)

It's pretty much always はいる except in specific phrases like 悦に入る. Basically, いる's meaning was hijacked by はいる (whose original kanji is 這入る), and since はいる is now used in its place, the 這 was dropped for simplicity.

Maybe. Present tense is not incorrect if he was talking about the exchange over long term, and not exactly now. (eg. I'm using lang-8 to talk with 3 Japanese people.)

If you want to talk about something that's past, you would use 話しました。

Is it normal to cry when starting kanji?

I've been at it for a week now and feel like I've made no progress at all. There's so much to learn at one time it's overwhelming and nothing I do seems to be effective. It's even slowed my grammar/vocab down to a crawl.

I knew kanji was going to be a bitch, but I don't even feel like I know what I'm doing anymore.

You should know no one can take off the burden of learning the jouyou kanji set for you. If it's any help, do it in pieces. I learned N5-N3 kanji in a streak and after that I just learned kanji when I happened upon them in a text.

The connection is in the final clause, 過度に自
治 を重視する社会的な傾向がある. It's talking about a move away from 管理 (think bureaucracy and outside control) and toward 自治 (self-governance/self determination, which I presume is linked to the student council) as a result of some sort of battle in Okinawa. I don't know what "battle" it's talking about though.

If this interpretation is completely off base, I blame the lack of context.

The context is that the student council has a lot of 「権限」. I presume the author wants to emphasize the origin of said authority. Though, funnily enough, this is the very first sentence in 100+ pages that mentions this war.

Which style is the most common? I've seen a huge variety of ways of writing it: J4CS, for example, uses a WSW stroke that doesn't join the stroke below, whilst BKB the stroke is SW and joined to the lower one. And printed, of course, the stroke is horizontal.

It's actually because of early standardisation. The Great Vowel Shift took place after printing had resulted in a fairly uniform spelling being widely adopted, so as words changed their pronunciation their writing remained the same. Next time you have a deep and meaningful question, use the fucking Wikipedia.
