TV industry insiders. the average joe can't get his hands on one because the broadcasting stations pay nielsen co. to put their ratings boxes inside households of said broadcasting station employees.

when sweeps come, you'll find that the TV show with the highest number of employees working for said program ends up having the higher ratings overall. there was an investigation almost 10 years ago to introduce more easily accessible rating assessment technology to the general public but most likely than not the broadcasting companies shot that idea down by choosing to exclusively stick with the nielsen company.
