It's
blatant pandering, but it panders only to high powerlevel people. And
by high I mean oldfag, been watching animu since the '80s kinda high
powerlevel.
In other words, it's pandering, yes, but it's a
comedy that actually makes me laugh. You know, because it uses jokes I
would have never expected, and because it plays the nostalgia game by
reminding me of shows and manga that nobody else references.

. There's nothing self-depreciating about it. While MH parodies anime
tropes, it does it in a way that doesn't depreciate the subculture, but
exalts it instead, and reminds us that the subculture is so rich that
it's actually a culture.
About "milky holmes is for children"...
not really. I guess it could be enjoyed by children in the surface (a
lot of low powerlevel manchildren do enjoy it), but for a through
enjoyment you need to be dipped in anime culture, to have knowledge that
no normal kid has.
... though we can say similar stuff about
Animaniacs, which is aimed at children - and then again, to thoroughly
appreciate Animaniacs, you need to at least have watched several mafia
movies and know your share of classical musician's biographies and
myths, just to start. So sure, Milky Holmes could be treated as a kids'
show from a very narrow point of view - but it's more than that. Way
