You assume that hundreds of years in the future, a letter of marque would be revoked. This is not the case.
When
the Letters of Marque were first issued, the government never expected
the war to end in their lifetimes, or that they would win at all.
Therefore, the letters obviously had a clause stating that they will
always be valid as long as the direct descendant of said pirate was
alive and willing to inherit it.
Also, there were probably a heck
of a whole lot of privateers flying about. You revoke their letters,
you essentially disband the bulk of the domestic fleet. along with the
criminalization of any privateer who descides to remain privateering.
Also,
a proper letter of marque protects domestic planets from every pirate
that has them, in essence, keeping the pirates out of the way and out of
trouble in peace-time.
