Waifu drawthreads go regardless of how many times your waifu was drawn. Those shouldn't attribute to the count at all else you'd only be acting like a mad faggot for getting in late or something.

In the case of the drawfag general he agreed to stop posting in there to allow for some cooldown, but despite that another Pokelady loving anon posted his waifu in there. You can't really blame the guy anymore especially if it's being done fairly. The drawfags choose to draw based on their choice. No one can be blamed except for the ones who draw them.
