Some more detailed NTA manga impressions have appeared, and it seems that there's quite a bit of Barnaby's inner monologue. Some readers were surprised just how cold and blunt his thoughts are. The scene with "You wasted three minutes..." was omitted altogether, because it seems that unlike Kotetsu, it didn't make any impression whatsoever on Barnaby.
On the funnier note, Barnaby apparently hates Saitou's loud yelling.

Thorough the first cour Kotetsu kept trying to get under his layered shell and repeatedly assured him of how he can rely on him and trust him. However, Kotetsu himself did not realize the full extent of what he's saying and was unable to actually follow his own advice. Letting Kotetsu in left Barnaby completely vulnerable and exposed, yet what he got in return were blatant lies and avoidance. He knew what Kotetsu is really like and was willing to be patient and work through it (as the manga oneshot and his interview in ep19 show), but at that point in ep19 he simply had no more strength and composure to face the problem with less sharp reaction. In a way, it looked like the good old "all take and no give" relationship.
On the other side Kotetsu is chronically avoidant. He has trouble seeing people for what they really are if the real image is difficult to deal with for some reason (note how he treats Kaede like a little child thorough most of the show), tends to unconsciously turn people away from himself and never lets other people in too deep. All that causes him a world of trouble, but since he's unaware of (and refuses to face) his own nature, there's little that can be done about that. Making him realize these things about himself and overcoming them was the point of his development in the second cour.

It also seems that they themselves do not fully understand Kotetsu's exact nature. Muramasa is close, but still not quite there. Barnaby's analytical and ultra-introspective and self-aware nature is perfect for decoding these complicated and somewhat dense personalities, I guess. He is a weirdo in many ways, but that also gives him a rather unusual perspective.

Since you guys are talking about the characters, now I finally have my excuse to dump some thoughts on Kotetsu's avoidance:

As mentioned and seen in episode 2, Kotetsu's unwillingness to form close relationships stemed from his childhood when he was probably feared and outcasted for being a next. It wasn't until Legend saved him that he was inspiried to become a hero and sees it as one of the fews ways for him to be accepted by others. I think this is partially the reason why he is meddlesome and tries to help everyone. He adapts Wild Tiger, the hero persona and hides Kotetsu, the vulnerable NEXT who fears rejection, behind it. He then keeps his distance so people can never get beneath the Wild Tiger layer.
