They have certain points of the show fully animated for promotional videos, these are only 2-5 seconds long a piece. The show is still being made as it's airing, as is the norm with anime series. Usually studios are working on a show up till a day or two before it airs. This does not mean they spend a single week making a show from script to final product, they just have to be finished for their timeslot for that week on TV.

The following is spoilers for what's to come in the anime, so im@s watchers who do care about spoilers or don't already know just skip this post.

The reason Chihaya is "depressed" is because when she was out with her parents and brother one day, her brother died in a car accident by running ahead into the street. Her father began to blame her mother for what happened and they began to fight. She moved out from this and lives in a apartment now. Singing is the only talent she has that her bother used to listen to, so she continues to improve her singing because of this. When she gets over this in the game she can be a powerful idol, reach high amounts of popularity, and become a less depressed person. However in the second game she gets a increasingly worse throat disease that if you get the bad ending ruins her voice enough that she can't sing anymore and ruins her career.
If you call that a bad/"fan pondering" reason to be "depressed" i'd like to hear a good reason.

I wouldn't care if the animation was on the level of shounenshit filler, I'd still be entertained.

If he's talking about chihaya, then that doesn't happen. You see she is depressed, but the characters around her (mainly one) try to help her out mingling with the group. She has some gripes with the kind of jobs she has to do when they interfere with her objective.

People in the idolmaster threads usually poke fun at her or make her situation sound worse than it actually is, but that's just for laughs. The anime doesn't go to any extents to make her supposed misery "cute" or hnngh-worthy.
