It has pretty much the same amount of still-shots as any other episode, you just notice it more because they're still shots you would expect to be animated rather than still-shots of people just standing around, which is what most still-shots in anime amount to. Hell, the latest PenguinDrum episode had a lot more budget-saving shots, but they were less obvious because they featured only Ikuhara-brand stick people.
