Izanami didn't rule the TV world. She only gave people access to it because the TV offered a reflection of the human heart. Remember, the TV world is the place inside people's hearts and the fog was the lie everyone wanted to live in. Teddie "rules" it, so to speak, but it's more like he's just the caretaker.

I still doubt Teddie would give Aegis access to the TV world without consulting Brotag first unless he thought she was a shadow that escaped...which still wouldn't make sense seeing as a shadow walking around outside the TV world would probably make Teddie run to the investigation team.

Eventually, these lifeforms (now humans) had sealed away Nyx because of their thoughts of fearing death and not wanting to die but there was a price to all this. Their fast evolution meant humans ended up with a shorter lifespan and Nyx also became part of their sub-consciousness.
