Neo-Venezia isn't an exact copy of Venezia. It was never meant to be. It's based on Venezia, shaped like Venezia, and has many of the original historical buildings. But it is it's own entity, very distinct from the original city. This fact is made quite clear in the show; there are even whole episodes pretty much dedicated to it.
