    Because there are a shitload of competing anime every season while there are only one or two "good" cartoons that pop up. These cartoons then get run for extended periods of time and because they make a good amount of money they hire better animators.

    Those "long" cartoons that you speak of usually don't have a plot to follow. Most of them are also comedic in nature which allows them to have a different story of their own in every episode(sorry I can't remember the proper term, opposite of episodic I think).

    Most western animation is done using cheap, monotone, static backgrounds (OPs pic related) with extremely simplistic and easy to animate character designs,

    It also usually has more funding on an episode-by-episode basis due to the timeslots and viewerbase. Most anime airs between midnight and 3am, whereas most American cartoons air early morning, so there's much higher advertising income for the creators.

    Networks pay an animation studio to produce a new series they green light. It used to be that they would require huge initial episode counts because they would air it five days a week for an entire season, 65 episodes.

    Animation studios in Japan have to pay the networks to air their series and recover the cost of production in DVD sales and other products.

    That's one reason Cartoon Network has been dropping anime. They have to pay licensing every time they air an episode. Its cheaper for them to produce a lob budget series in house with Williams Street and since they own the broadcast rights they can air the for as long as they want.
