A product that leans towards pleasing the biggest fans. In anime a large chunk of the money comes from "otakus" so it's only economics to market your product towards them. Lonely otakus want cute virgin girls instead of half naked men fighting, so the people who want to see half naked men get mad.

"Otaku-pandering" works with almost anything. A car with few creature comforts and is built more for tracktimes is otaku pandering. A restaurant that gives specials for it's best-selling food is otaku pandering. Video game companies that only make FPS' are otaku pandering.
