The whole thing about the age was rubbish, the pilots were chosen based on affinity with the Eva. Shinji being the son of Yui, whose soul was in EVA-01. Asuka's moms soul (or part of it) was in EVA-02. Rei is... well teh Rei.

I don't know about Touji and Mari, though. But well, it may be similar to the Ideon's Ide with the whole parental instinct thing about protecting children.
