Its The Pillows blocking the move, the music required for this anime to work is already in a contractual agreement with another company elsewhere.
Gainax expressed interest already in picking it up, but they don't want to half ass it and are apparently working things out with The Pillows, last I heard they have to wait x number of eyars for the contract that was signed to expire.

Exclusivity rights or some such bullshit is to blame here.
