Madoka might not be as strong as Sakura, but she has demonstrated her incredible powers and is simply an omnipotent Goddess across all of the timespace and planes of existence. You could argue that she can't do anything anymore, but her power was still incredible and you can't defeat a concept that overwrites reality.

Sakura exists in all universes and dimensions just like Madoka.
