I think the problem with current Nanoha is that they introduced too much too fast. StrikerS was kind of a head-spinning cluster.

What I think third season should have been, is Nanoha and friends as teenagers. We see their life during high school, meanwhile we're slowly getting introduced to the military/political parts of the Nanoverse. IIRC, before StrikerS Nanoha and the other magical characters weren't part of the military yet, they just helped them out because they felt like it. They were still normal citizens otherwise. Perhaps in this would-have-been third season, they get introduced to the actual military thing and at the end decide to become active members instead of simply helpful civilians.

The end-of-season montage could show Caro, Erio, Teana, and Subaru being accepted into training camp. THEN we'll have the StrikerS season, only this time we already know about half of the stuff and half of the new characters, so it's much less of a cluster.
