Shounen is a demographic term, and with manga, the demographic is defined explicitly by the magazine the manga runs in. Action, Romance, and such are genres, and are not explicitly defined by the magazine.

Demographics don't give explicit details about what a manga might contain, just a general idea like "A manga in a shounen magazine is geared for young boys".

Genres give explicit details, they give explicit information about the type of plot. They give you a good idea of what to expect from the manga.
