Partly because shoujo was a smaller market and partly because Toei went overboard with marketing the anime in their 'media-mix' blitz and caused casual consumers to grow closer to it than Nakayoshi.

In the manga she was less bitchy. Had less personality though, to be honest. I prefer manga Usagi most of the time because she does grow up. Usagi in the anime, as cute as she is, never really quite matured like in the manga. Also, Tuxedo Kamen was less of a douche in the manga.
