It's fact that manga is just a common media as TV, Film and Books in Japan, if not more so.They're read in trains on the way to work/school, on lunch breaks, in coffee shops, etc. They're so common they sell for dirt cheap. You can find books just left on tables in shops and on the site of streets.

Anime...it's a bit more complicated since the anime industry is a bit too otaku-oriented. Normalfags dan find this pointless, stupid disturbing or gross. Or sometime they don't mind, it depends the anime.

Most of japan normalfags sticks to Sazae-san, the cult classic like Doraemon or watching One Piece with their own children. They can acknowledge some classics and culturally important title like Gundam, Eva or the big budget high-class anime for theaters like the one made by Ghibli or Madhouse but that's all.
