Buy a low table, a down quilt, and a nice piece of wood. Put quilt on table, make it so its even on all sides, then cap with the nice piece of wood (sand it, polyurethane it, and polish it first dickcheese). Western homes don't really need the heating element.

OR for a cheap imitation, get an electric blanket and a duvet cover in addition to the above and stuff both the quilt and the electric blanket in the duvet cover, then use THAT to cover the table. Just plug in the blanket and turn it up to the desired level.

Posting from japan, from under a kotatsu. They're good, and when you first put your legs under one it's almost on par with a hot tub in terms of toasty pleasure. It's also way cheaper than central heating. That said, it doesn't heat your bathroom, so late night runs to the toilet can be quite chilly, and the toilet seat can be ice cold if it's not a heated model (mine isn't and it's rough, I can tell you). Also you pretty much have to sleep under it. I have no problem doing this, my j-style futon fits right underneath, but japanese people seem to think this is dangerous somehow. But they believe in fan death too, so I don't give their fears much weight.
