I don't think it's impossible, necessarily. I mean, look at what they managed with The Dark Knight. Making good adaptations of this kind of thing is possible, you just need to care, be smart about it, and have the money.

However, TDK was the result of a perfect storm of all three, and I don't know if the live action Eva would have access to those.

You can't put that on the big screen and have giant robots fight at the same time, the Western audience just will not be expecting it. In Japan there's enough of a familiarity with the super-robot genre that Anno can pull off these kinds of subversions but to Western non-anime fans it'll just be confusing.
