Gen 4 revolutionised the series just as much as Gen 2 did.

Gen 2 fixed what was a ridiculously glitchy battle system.

Gen 4 took that good, but flawed battle system, and made it much, much better with additions like the Special/Physical split. More Pokémon got better moves. Hitmonchan could actually make use of the elemental punches he always learned, for example.

Gen 4 also has the most imaginative Pokes. Look at things like Rotom. Toally original typing unlike the retarded NORMAL FLYING types. Gen 4 had Ghost/Electric, Ice/Ghost, Steel/Fighting etc.

The story is the best in the series as well (though that's not saying much). The whole gods thing is great, especially if it allows for stuff like the Distortion World and the incredible mass of pure awesome that is Arceus.

Gen 4 isn't just better than Gen 2 as a game. It's as memorable and fun.
