I think he could. Haruhi Fujioka comes close to Kyonko's personality, and that she doesn't go all the way isn't so much because it's impossible but because they simply chose not to.

A bigger factor is that (even with Itsuko dyking it up) the show would be a lot gayer, and so it really depends on what your preferences are regarding that sort of thing.

If you mean that people would dislike the character on a personal level, well yeah probably. Haruhi is a giant bitch in this version, and without cuteness to cover her, people would be less tolerant of that. On the other hand, people could spin it as MANLY GAR ACTION BADASS; although they'd be full of shit considering how mopey Haruhi gets it's hard to really pin Haruhiko as badass.

Less. Mikuru's female body is all she's good for, Nagato is much more delicious as a girl, Itsuki-chan wouldn't be as cute as either of those, and the Haruhi/Kyon relationship dynamic wouldn't work so well the other way around. Male Haruhi looks gay with the headband and would come off as a douchebag if he acted like female Haruhi.

Both Kyons would be similarly kickass if done right, but the female one would be harder to write, and you're sacrificing one of the best male characters out there to get delicious Kyonko.

Now keeping the same genders but with dickgirl Haruhi and cuntboy Kyon, on the other hand, would be all kinds of awesome.

Not to mention Haruhiko would be grabbing Mikuruko's dick all the time....
