Statement of Work

Hourly Shuttle Service

1. Introduction:   

          This Statement of Work (SOW) covers the hourly Shuttle service from building 399 on Anacostia Annex to the Eisenhower Executive Office Building (EEOB) and its return to building 399 on the Anacostia Annex.  This service is provided on a daily basis, Monday through Friday, from 7 am until 6 pm. This contract will be based on a service agreement for a one (1) year base period with an additional four (4) one year option periods.

2. Scope of Work:

        The scope of this document covers the operation and maintenance of the shuttle service and scheduled route. The shuttle departs building 399, proceeds to the Reserve Center parking lot to pick up passengers at the entrance, and then proceeds to the EEOB/White House. When the shuttle returns from the EEOB/White House, it will drop off passengers at the Reserve Center parking lot and then proceed to building 399.

          White House Communications Agency Transportation section will provide the driver of the shuttle with a portable Nextel Motorola phone-radio for two way communication with the WHCA Transportation dispatcher, and it will be turned in upon close of business each day (see attached schedule). The driver shall report to the dispatcher 15 minutes prior to the first shuttle departing in the morning. The dispatcher will notify the driver when to delay departure of the shuttle for 5 minutes for passengers to board. A security clearance is required for all drivers hired against this contract. The level of the security clearance is “Secret”.

          In the event that the shuttle vehicle is in an accident or is inoperable, another shuttle with driver needs to be available within 2 hours of notification from the Contracting Officer’s Representative (COR) or alternate COR. The contractor shall furnish the vehicle maintenance, drivers, fuel, liability insurance and interstate permits for both vehicles.  The contractor shall provide and the driver will maintain a log of arrival and departure times. This log will be turned in to the WHCA Transportation office at the end of each day. The monitoring of contractor’s performance will be conducted by passenger feedback and unannounced spot-checks by the COR or his/her designee at least four (4) times monthly. All performance issues will be discussed with contractor for resolution, and/or corrective action, if necessary.

           The shuttle drivers must possess the necessary skills and qualifications to satisfactorily perform the requirements of this contract. Drivers must be knowledgeable of the roadways and traffic conditions along the normal route, including alternate routes to be used when traffic congestion, road repair, traffic accidents or other safety considerations necessitate deviations from the normal route. Drivers must obey all Local and Base traffic laws and regulations. WHCA will not reimburse the contractor for any traffic law violations.

          The shuttle drivers shall be appropriately dressed, in dress pants or skirt, dress shirt  or blouse and tie. The driver will maintain a neat, clean, and well-groomed appearance at all times.

          In addition, drivers will always be courteous, polite and attentive to the passengers needs and shall not engage in any behavior that is disruptive or disturbing to the passengers. This means the driver must not use profanity, or make sexual or racial comments or gestures of any kind to any person while driving the shuttle.  The driver will not drive in a reckless manner, or endanger the lives of any passengers. The driver will obey all traffic enforcement laws and traffic signs and signals at all times.

           The Contracting Officer may require the contractor to remove a driver from performing under this contract for the following reasons: (1) if the driver generates 3 complaints within a 30-day period (i.e., disruptive or disturbing behavior to the passengers, use of profanity, or making sexual or racial comments or gestures of any kind to any person). (2) if the driver is observed displaying unsafe driving habits, (3) if the driver is at fault in a serious accident, (4) if the driver otherwise fails to comply with the requirements of this contract.

            The contractor, at his/her own expense, shall obtain and maintain the necessary permits, franchises, license, or other authorizations and certificates required for lawfully performing service under this contract. All contractor personnel engaged in the performance under this contract shall be required to possess certificates of training as required by the state, county, parish, city or other local jurisdiction.  The contractor shall make available to the COR documentation of the certificates, training, licenses and permits no later than (10) working days after award of the contract. The COR will forward copies of the aforementioned documentation to the Contracting Officer.  The Contractor shall provide the COR evidence that drivers do not exceed the maximum number of hours driven per week as established by Federal law. This evidence shall be in the form of the Contactor’s driver’s log for the specified drivers.

          The COR shall determine when shuttle service will be discontinued due to inclement weather. If WHCA closes due to inclement weather, the COR shall immediately notify the contractor that services will be suspended until further notice. The contractor shall not provide service on the days that the following Federal Holidays are observed:

3. Requirements/Performance Standards:

- Accommodate 14 Passengers

- Tinted Windows

- First Aid Kit, Warning Triangles, Fire Extinguisher

- Spare tire

- Seat belts for all passengers

- Anti-lock Braking System

- High Vehicle standards (prior to first shuttle departing the vehicle will be washed and interior vacuumed daily, and kept in good operating/mechanical condition)

- Timely, uninterrupted, dependable service (based upon the shuttle schedule)

- The driver must ensure that all passengers boarding the shuttle are DoD employees with a WHCA/MIL badge or an EOB badge. The drivers must deny non-authorized individuals the right to board the shuttle. Exceptions to this must be approved by the WHCA Commander.

- No smoking inside the vehicles 

- The driver will call the WHCA dispatcher before departing and upon arrival and report the number of passengers on board

- The driver will not handle any packages placed on the shuttle. If any packages are left on the last shuttle departing the White House at 1730hrs, the driver will notify the dispatcher, and the dispatcher will removed and secure them in the transportation office.

- The driver will instruct all passengers to wear seat belts.

- The driver shall not allow any packages above the secret level to be placed on the shuttle. 

3.1 Special requirements – Drivers will need a secret level clearance to enter the 18 acres complex by using the South West Gate of the White House. Once the shuttle arrives on West Executive Ave. WHCA reserves the right to add, delete or change the pickup locations, schedules and routes during the year to adjust to mission. The contractor shall operate the shuttle service according to the schedule below Monday through Friday. The driving distance between Bldg 399 and the White House is 5.1 miles.

3.2 Government Furnished Equipment. - White House Communications Agency Transportation section will provide the driver of the shuttle with a portable Nextel Motorola phone-radio for two-way communication with the WHCA Transportation dispatcher. The driver will turn in the radio upon close of business. Telephone usage will be limited to calls to the transportation office and any work related emergencies. No personal telephone calls will be made from Nextel telephones. 

4. Travel Requirements:

            There are no travel requirements with this service.

5. Appendix:

6. The Period of Performance:

 The Period of Performance for the Base period shall begin on 1 Oct 2003 and end on 30 Sept 2004.  The four (4) one year Option Periods shall follow from 1 Oct of  of the ending date year until 30 Sept of the next year (e.g, Option Period 1, should it be exercised, will begin 1 Oct 2004 and end 30 Sept 2005 etc...  until  the end of year five or 30 Sept 2008)

Independent Government Cost Estimate

This Independent Government Cost Estimate was based upon the research of the following areas: mileage, labor, and miscellaneous cost (ie...vehicle service and insurance). The total of these factors are outlined below.

A. Cost of Shuttle During FY 03 

            The shuttle estimate was based on a 15 passenger van operating 10.2 miles round trip at a rate of 20 cent a mile. (Mileage rate is based upon an average rate from GSA and Baltimore Washington Shuttle). The vehicles will also incur periodical services throughout the year, which may average $2,000 a year.

B. Estimated Cost of Shuttle Driver on Local Economy.

The average cost of a shuttle driver holding the above qualifications would be paid starting at the rate of $14.50 per hour on the local economy. This information was provided by numerous internal and external sources: (i.e., Baltimore Washington International Airport Shuttle, GSA Shuttle services, and Super Shuttle services) providing similar services.
