For the Polish Facility, What:

Note the dedicated road that extends westward from the complex at the north end of the Polish "What?" facility, to a massive industrial complex the town of Labedy.  The latter is almost certainly the site of Bumar-Labedy S.A.  Bumar is a Polish government-owned maker of war machines.  Their division in Labedy manufactures the PT-91 "Twardy" tank and the PMC-90 armored vehicle-launched bridge, among others.
