Kevin Fulton is a former undercover agent in Northern Ireland. Ronnie Flanagan was appointed Chief Inspector of Constabulary on 9 February 2005.


A Model policeman? Copy of letter sent by Kevin Fulton to Sir Ronnie, former Chief Constable, RUC, PSNI.

Dear Sir Ronnie,

I must say that I am shocked and dismayed at your appointment to HM Chief Inspector of Constabulary. It was said it was because of your leadership skills and the experience you have in policing. Well I hope that the police forces you inspect know that you are a liar, you are not fit even to be a police officer, or even wear a uniform. You have brought the name of all good police officers into disrepute, and should be brought to book.

You have lied to your former officers in the RUC, and I know there are some former officers who are disgusted with your lies. Your behaviour as Chief Constable in N. Ireland was disgusting, not only lying to your officers, but lying to the victims of the Omagh Bomb. You knew you were covering up your short comings, and then ring one of my former handlers and tell him, "He was a stupid Bastard, you were taped." This is in reference to the Omagh Bomb. I think you should hang your head in shame.

You are not a good example to any police officer, in fact if any police officer got up to the things you do he would be put off the force. Drink is one of the scourges of our society.

It is said that police officers should lead by example. Well I hope they don't follow your's, ie, using your position as Chief Constable in N. Ireland. Did you know some of your former officers knew you as the smiling assassin, a reference to your back stabbing,

I have heard you are still telling people lies about my self. Well I think I will put them right. When you went on world TV, and publicly told the world I was a liar and a Walter Mitty, you knew you were lying. Tou broke the Data Protection Act by telling people I was a criminal, that I hung around with Drug Dealers. And you broke Government rules. You confirmed I was a CHIS. You did this in an effort to cover up your own short comings.

I hope that I will see you in Court some day soon, then your former officers and the people in N. Ireland will see you for what you really are, A LIAR who perverted the course of JUSTICE.

HM Chief Inspector of Constabulary - Sir Ronnie Flanagan, GBE, MA

Sir Ronnie (born 1949) joined the Royal Ulster Constabulary in 1970 and served as a Constable and Sergeant in Belfast, spending time in uniformed and CID disciplines.

On the promotion to the rank of Inspector in 1976, he was transferred to Londonderry and later Strabane where he experienced Border Policing; he also served in the Personnel Department. In 1982 he was appointed Detective Inspector in Special Branch and the following year, on promotion to Chief Inspector, was responsible for the selection, training and operational control of specialist uniformed anti-terrorist units. He was transferred to Armagh in 1987, on promotion to Detective Superintendent.

Following his promotion to Chief Superintendent in 1990 he was appointed to the Police Staff College at Bramshill as Director of the Intermediate Command Course and subsequently of the Senior Command Course, which is designed to prepare selected officers for Chief Officer rank.

Returning to Northern Ireland in 1992 on appointment as Assistant Chief Constable, he headed Operations Department; in April 1993 he was appointed as Operational Commander for the Belfast region; and in August 1994 was appointed Head of Special Branch. In March 1995 he was appointed Acting Deputy Chief Constable, Support Services and formally appointed Deputy Chief Constable in February 1996, taking over Operations in April of that year. During 1996 he conducted a fundamental review of the structure and organisation of the Royal Ulster Constabulary.
