The process for obtaining approval for export of various encryption products from the State Department and now from the Commerce Department's BXA has required that with certain products, a technical review of that product be performed by NSA. The Commerce Department's web site (www.bxa.doc.gov/Encryption) provides the address for such submissions:

Few detailed reports have surfaced that describe the specific NSA review process, or comments or requirements set by NSA that caused reworking or alteration of products submitted for review. Since that information would have to be exchanged with non-government, private developers and companies, it could be a valuable and available source of insight on the concerns and directions in the NSA.
For these reasons, and the fact that Cryptome is a broad repository of similar insights gleaned through the government's digital curtain, I would like to encourage you to invite and collect stories (and documents?) that recount the interface between private cryptography developers and government regulators of cryptography.
Along the lines of your compendium of "Tempest" related documents, this could be a valuable resource.
