I  am ex-PSIA agent, Hironari Noda. As you know, on September 23, I was arrested by Tokyo Metropolitan Police on a charge of "assaulting a PSIA agent".

Then I was released on October 10 because the prosecutor could not find enough evidence to prosecute me. Please forgive me for informing you of the developments so late. I think I have to report the true story to you in order to show how the government authority uses dirty tricks.

As my friend, Ichiro Kawakami, reported the details, the PSIA suddenly tried to contact me and began to keep me under their surveillance from September 19. One of the reasons is that I videotaped about 22 PSIA agents when they had regular inspection on an Aum-related facility on September 14

Around 8:00 a.m., on September 23, PSIA had stationed a van just in front of my apartment house. There were three PSIA officials in the car. I noticed them when I carried litter bag downstairs. They keenly watched me. I got a little bit nervous by them because around 5:00 a.m. on that morning, I had already identified two other PSIA agents at the bus station about 200 meters away from my home.

I videotaped them and they deliberately ignored me. Then I lightly touched the driver on the shoulder and said "Hey, what are you doing here!". It is true that I touched his body. However, as soon as I touched his shoulder , the driver shouted "He assaulted me just now! Call the police!". The driver ordered an agent in the rear seat to get in contact with the police by mobile phone.

I immediately realized that they came here in order to irritate me and to make the situation as if I had assaulted them. There were no witness on the street. I swiftly went back to my room and locked the door. It was only a few minutes past 8:00 a.m..

A police officer arrived at my apartment house around 8:10 a.m. He violently knocked the door of my room and shouted "Mr. Noda! Please get out of the room and explain the situation". I replied nothing. I thought that I did nothing and there was no reason that I was obliged to answer the question from him. The officer behind the door sounded to be at a loss.

A few more policemen seemed to be called for help. At 8:50 a.m., they broke the door with an iron bar and invaded in my room. They said "you are under arrest because you hit a PSIA agent". They did not have search warrant and without hesitation took my PC away. At 9:10 am I was taken to the Nogata police station near my house. After all, I had been detained there for 18 days. I kept silent through all the interrogation and did not sign even a single piece of the documents.

The PSIA agent, Isamu Inoue, insisted that I stroke him on the head with my right fist. He also told the police that he saw me videotaping them. However, he unconsciously revealed himself that he told a lie. As you can easily see, Handycams are usually made for right handed user ( though I do not know if it is true in the U.S.). It is quite difficult to push buttons with left hand. As Inoue claimed, I hold a Handycam in my right hand at that time and I could not even clench my right fist !

In addition, the wagon above mentioned is official vehicle. That means they came to my house for official purpose. However, they are said not to have explained to the police why PSIA agents came to watch me on Saturday morning. As a result, even the police gradually got suspicious of the real intention of the PSIA. In short, the PSIA failed to gain cooperation from the police.

This is a brief summary of the incident but the true story may be more complicated. An influential monthly magazine, "Uwasa no Shinsou", on November 10 reported a following story in the corner named "Photo Scandal".

According to an anonymous PSIA high-ranking official, in fact, CIA has been behind the scenes of this whole incidents. This spring I published the book titled "CIA spy training"

CIA is said to have got full raged with this and proposed that we would like to seize the initiative on "the Noda related problems".

Yukio kakiage, now the head of the security department of the Supreme Prosecutors' Bureau, are reported to say "go ahead" to that offer. Kakiage was the former Deputy Director General of the PSIA and will likely be nominated as the PSIA Director General in next January. Though Kakiage does not currently belong to the PSIA, he is said to still have close contact with CIA. That is why he unofficially ordered PSIA agents to keep me under surveillance. Shigeo Kifuji, the current Director General of the PSIA, is reported to have been reluctant to accept that proposal.

I am not sure whether this rumor is credible or not. There is a possibility that the PSIA leaked fake information to threaten and silence me using the name of CIA. However, if it is true, what a terrible story this is! Therefore I decide to at least report the fact that the rumor itself really exists. To tell the truth, I feel uneasy, considering what will happen when Kakiage gets full control over the PSIA. I hope you will be reminded of this message when I am in serious trouble in the future.
