RMKS/1.  THE NAVAL SECURITY GROUP IS DEDICATED TO THE TRANSFORMATION OF NAVAL
CRYPTOLOGY.  WE ARE PROACTIVELY ENGAGING THE CHALLENGING ISSUES OF INFORMATION
TECHNOLOGY OF THE FUTURE.  THIS MESSAGE WILL FOCUS SPECIFICALLY ON THE 
TRANSFORMATION OF CRYPTOLOGIC COMMUNICATIONS AS SEEN TODAY AND ITS EFFECT ON
THE CTO RATING THROUGH 2008.

2.  PERHAPS MORE SO THAN ANY OTHER CT RATING, THE CTO RATING HAS BEEN
DRAMATICALLY AFFECTED BY THE EXPLOSION OF TECHNOLOGY ASSOCIATED WITH THE
DAWNING OF THE INFORMATION AGE.  A SET OF SKILLS THAT DID NOT EVEN EXIST WHEN SOME
CURRENT CTO'S ENLISTED IN THE NAVY NOW FORM THE BACKBONE OF THE RATING. 
COMPUTER AND NETWORKING SKILLS ARE RAPIDLY REPLACING THE TRADITIONAL SPECIAL
COMMUNICATIONS SKILLS THAT DROVE THE RATING FOR SO LONG.  FURTHER, THE

CONSOLIDATION OF GENERAL SERVICE AND SPECIAL COMMUNICATIONS WITHIN COMMON
NETWORKS IS ERASING THE FORMERLY RIGID BOUNDARY BETWEEN THE IT (FORMERLY
RM/DP) RATING AND THE CTO.  OUR GOAL IS TO TRANSFORM THE CTO RATING TO MATCH THE
UNIQUE SKILLS FOUND IN THE RATING WITH THE EMERGING NEEDS OF THE FORCE NET-ENABLED
NAVY OF THE TWENTY-FIRST CENTURY.

3.  TODAY'S CTO'S WORK IN BOTH EMERGING TECHNOLOGIES AND IN THE MORE
TRADITIONAL COMMUNICATIONS ENVIRONMENT.  WORK IN EMERGING TECHNOLOGIES CAN BE EXPECTED
TO INCREASE WHILE THE DEMAND FOR LEGACY CTO SKILLS CAN BE EXPECTED TO DIMINISH
OVER TIME.  THE CURRENT CTO BILLET STRUCTURE WILL REFLECT THESE CHANGES.  IT IS
VITAL THAT THE CTO SKILL BASE CHANGE AS WELL.  AS MANY OF YOU KNOW, WE ARE WORKING
TO ESTABLISH A CTN (NETWORK) RATING IN THE NEAR FUTURE.  THIS NEW RATING IS
BEING FORMED TO SATISFY EMERGING COMPUTER NETWORK OPERATIONS SKILL REQUIREMENTS,
ESPECIALLY COMPUTER NETWORK DEFENSE REQUIREMENTS.  (SEE THE CTN

BECOMING CTN BILLETS.  CTO'S WHO POSSESS THE NECESSARY COMPUTER AND NETWORK
SKILLS WILL BE ELIGIBLE FOR CTN AND WILL BE ENCOURAGED TO CROSS-RATE.  SOME
CTO BILLETS WILL REMAIN TO SUPPORT FRONT LINE SYSTEMS AND INCUMBENTS CAN EXPECT
TO RETAIN THEIR CTO RATING THROUGH 2008.  ULTIMATELY THIS NUMBER WILL NOT BE
SUFFICIENT TO MAINTAIN A SEPARATE RATING AND A CROSS-RATE TO THE IT RATING
CAN

BE ANTICIPATED.  SOME CTO BILLETS WILL SHIFT TO IT COINCIDENT WITH THE
STANDUP OF THE CTN RATING.  

4.  TO SUMMARIZE, COMPUTER NETWORKING OPERATIONS WILL FORM THE NEW CORE
SKILLS FOR THE CTN RATING.  NON-CORE CTO FUNCTIONS WILL TRANSITION TO OTHER NAVY
RATINGS ALREADY PERFORMING SIMILAR TASKS AND FUNCTIONS.  HEADQUARTERS STAFF,
RATING EXPERTS AND CTO COMMUNITY MANAGEMENT ARE WORKING IN PARTNERSHIP WITH
OTHER NAVY COMMUNITY MANAGERS TO ESTABLISH A TRANSFORMATION PLAN.  CTO
BILLETS INVOLVED IN COMPUTER NETWORK OPERATIONS WILL BE RECODED AS CTN'S AND THE
REMAINING WILL BE RECODED INTO OTHER NAVY RATINGS.
