RMKS/1.  OVER THE PAST TWO YEARS, THE NAVY HAS MADE GREAT STRIDES
IN IMPROVING OUR ANTITERRORISM/FORCE PROTECTION (AT/FP) POSTURE.
REF A, NAVY'S AT STRATEGIC PLAN, PROMULGATED TO IMPLEMENT REF B,
PROVIDES SPECIFIC GUIDELINES AND REQUIREMENTS FOR NOW AND IN THE
FUTURE.  WITH ASSESSMENTS OF THE FLEET AND SHORE INFRASTRUCTURE, VIA
FORCE PROTECTION EXERCISES (FPEX), JOINT STAFF AND CNO INTEGRATED
VULNERABILITY ASSESSMENTS (JSIVA/CNOIVA), AND AT PROGRAM REVIEWS,
THIS MESSAGE IS INTENDED TO SUMMARIZE BEST PRACTICES FROM THOSE
ASSESSMENTS AND PROVIDE RECOMMENDATIONS TO COMMANDING OFFICERS ON
HOW TO IMPROVE THEIR AT POSTURE AND PROGRAMS.  THIS MESSAGE IS
DIVIDED INTO THE FOUR FUNCTIONAL AREAS WHICH REQUIRE FOCUS:
REQUIRED WORKING GROUPS, DEVELOPMENT OF AN AT PLAN, TRAINING -
ASSESSMENT REQUIREMENTS, AND RESOURCING.

2.  REQUIRED WORKING GROUPS.  THESE FORUMS PROVIDE THE NECESSARY
OVERSIGHT THAT SUCCESSFUL COMMANDERS USE TO MANAGE THEIR PROGRAMS.
THEY SHOULD BE HARD SCHEDULED INTO ANNUAL PLANS AND ATTENDED BY
SENIOR DECISION MAKERS.  THESE GROUPS INCLUDE:

A.  ANTITERRORISM WORKING GROUP (ATWG).  MEETS SEMI-ANNUALLY OR
MORE FREQUENTLY, DEPENDING UPON THE LEVEL OF THREAT ACTIVITY, TO
OVERSEE THE IMPLEMENTATION OF THE AT PROGRAM, TO DEVELOP AND REFINE
AT PLANS, AND TO ADDRESS EMERGENT OR EMERGENCY AT PROGRAM ISSUES.
KEY DECISION MAKERS INCLUDE THE CO, ANTITERRORISM OFFICER (ATO),
PRINCIPAL STAFF/DEPARTMENT HEADS, CHEMICAL, BIOLOGICAL,
RADIOLOGICAL, NUCLEAR, OR HIGH-YIELD EXPLOSIVES (CBRNE) EXPERTISE,
TENANT UNIT REPRESENTATIVES (INCLUDING HOMEPORTED SHIPS), AND OTHER
REPRESENTATIVES AS REQUIRED TO SUPPORT AT PLANNING AND PROGRAM
IMPLEMENTATION.  BOTTOM LINE:  STRONG INVOLVEMENT BY THE CO IS
VITAL TO THE AT/FP SUCCESS OF THE COMMAND.

B.  THREAT WORKING GROUP (TWG).  MEETS SEMI-ANNUALLY OR MORE
FREQUENTLY, DEPENDING UPON THE LEVEL OF THREAT ACTIVITY, TO DEVELOP
AND REFINE TERRORISM THREAT ASSESSMENTS AND COORDINATE AND
DISSEMINATE THREAT WARNINGS, REPORTS, AND SUMMARIES.  A DYNAMIC TWG
INCLUDES THE CO, ATO, THE PRINCIPAL STAFF, TENANT UNIT
REPRESENTATIVES, AND APPROPRIATE REPRESENTATION FROM DIRECT-HIRE,
CONTRACTOR, LOCAL, STATE, FEDERAL, AND HOST-NATION LAW ENFORCEMENT
AGENCIES.  SUCCESSFUL COMMANDS UNDERSTAND THE THREAT SPECIFIC TO
THEIR AREA AND PLAN HOW THEY WILL RESPOND WITH OTHER FIRST
RESPONDERS TO DETER AND/OR DEFEAT THAT THREAT.

C.  AT EXECUTIVE COMMITTEE (ATEC).  THE CORPORATE LEADERSHIP BODY
THAT DEVELOPS AND REFINES AT PROGRAM GUIDANCE, POLICY, AND
STANDARDS AND ACTS UPON RECOMMENDATIONS OF THE ATWG AND TWG.  THE
ATEC ALSO DETERMINES RESOURCE ALLOCATION PRIORITIES TO MITIGATE OR
ELIMINATE TERRORISM-RELATED VULNERABILITIES.  MEETS AT LEAST
SEMI-ANNUALLY.

3.  AT PLAN DEVELOPMENT.  THE HIGHEST PERFORMING COMMANDS HAVE
CRAFTED AND REGULARLY EXERCISE A COMPREHENSIVE AND TAILORED AT
PLAN.  THIS IS THE SINGLE MOST SIGNIFICANT DISCRIMINATOR BETWEEN
A STRONG PROGRAM AND A WEAK ONE.  THE BEST PREPARED COMMANDS DO
THE FOLLOWING:

A.  CONDUCT, ON AN ANNUAL BASIS, TERRORISM THREAT, CRITICALITY,
VULNERABILITY, AND RISK ASSESSMENTS:  THESE ASSESSMENTS ARE THE
MAJOR ELEMENTS OF AN AT PLAN.  THEY ARE LAID OUT IN REF C, CHAPTER
9.  TO FURTHER ASSIST COMMANDS IN THEIR AT EFFORTS, CNO N3AT IS
WORKING WITH SPAWAR AND NMCI TO CERTIFY THE JOINT ANTITERRORISM
(JAT) GUIDE TO ASSIST AT PLAN DEVELOPMENT.  JAT (VER 1.3) IS THE
ONLY OSD AND JOINT STAFF APPROVED AT SOFTWARE PLANNING TOOL THAT,
WHEN USED IN ITS ENTIRETY, SATISFIES ALL MINIMUM PLANNING ELEMENTS
PRESCRIBED IN REF D.  OCONUS COMMANDS NOT UNDER NMCI SHOULD BE ABLE
TO USE JAT NOW. ANTICIPATE JAT BEING CERTIFIED ON SIPR NMCI
DESKTOPS BY JUL 2006.  JOINT STAFF WILL ISSUE JAT VER 2.0 IN EARLY
2006.  DEFENSE THREAT REDUCTION AGENCY (DTRA) IS ALSO DESIGNING AND
FIELDING A PROGRAM CALLED JOINT STAFF INFORMATION SYSTEM PRO (JIS
PRO) TO PROVIDE INSTALLATION COMMANDING OFFICERS A TECHNICAL MEANS
OF ENTERING (I.E. UPLOAD) SELF ASSESSMENT VULNERABILITIES INTO
CVAMP TO AVOID LONG HOURS OF ONLINE TIME ON A SIPR WORKSTATION.  CNO
N3/N5 WILL PROVIDE FURTHER DETAILS ON JIS PRO AS DTRA MAKES THE
PROGRAM AVAILABLE.

B.  INCORPORATE AT PRINCIPLES INTO ALL OPERATIONAL PLANS AND RISK
DECISIONS USING THE STANDARDS PRESCRIBED IN REF C AS A BASELINE TO
DEVELOP AND IMPLEMENT AT POLICIES.  SUCCESSFUL COMMANDS DEVELOP AT
PLANS FOR INDIVIDUAL ORGANIZATIONS (INSTALLATION, SHIP/SQUADRON,
AND SEPARATE FACILITIES) AND FOR EVENTS (EXERCISES, PORT VISITS,
DEPLOYMENTS, AND SPECIAL SECURITY EVENTS).

C.  ENSURE AT PLANS ADDRESS, AT A MINIMUM:

(1) THE MINIMUM ESSENTIAL AT PROGRAM ELEMENTS AND STANDARDS FROM
REFS C AND D.

(2) SPECIFIC THREAT RISK MITIGATION MEASURES TO ESTABLISH A LOCAL
BASELINE DEFENSIVE POSTURE.  THE LOCAL BASELINE DEFENSIVE POSTURE
SHALL FACILITATE SYSTEMATIC MOVEMENT TO AND FROM ELEVATED SECURITY
POSTURES, INCLUDING THE APPLICATION OF RANDOM ANTITERRORISM
MEASURES (RAM).

(3) AT PHYSICAL SECURITY MEASURES.

(4) AT MEASURES FOR OFF-INSTALLATION FACILITIES, HOUSING, AND
ACTIVITIES.

(5) AT MEASURES FOR HIGH RISK PERSONNEL (HRP)/HIGH RISK BILLETS
(HRB).

(6) AT CONSTRUCTION AND BUILDING CONSIDERATIONS.

(7) AT MEASURES FOR LOGISTICS AND OTHER CONTRACTING.

(8) AT MEASURES FOR CRITICAL ASSET SECURITY.

(9) AT MEASURES FOR INTRANSIT MOVEMENTS.

(10) TERRORISM INCIDENT RESPONSE MEASURES.

(11) TERRORISM CONSEQUENCE MANAGEMENT MEASURES, INCLUDING CBRNE AND
WMD MITIGATION PLANNING.

(12) FPCON IMPLEMENTATION MEASURES, INCLUDING SITE-SPECIFIC AT
MEASURES

(13) CHEMICAL, BIOLOGICAL, RADIOLOGICAL, AND NUCLEAR (CBRN) DEFENSE
JOINT ENABLING CONCEPTS OF SENSE, SHAPE, SHIELD, AND SUSTAIN.

4.  TRAINING AND ASSESSMENT.  AS WITH ALL COMMANDS, THE ABILITY TO
TRAIN AND ASSESS IS VITAL TO SUCCESS. COMMANDING OFFICERS MUST
ENSURE THAT AT TRAINING AND EXERCISES ARE AFFORDED THE SAME
EMPHASIS AS COMBAT TASK TRAINING.  ASSESSMENTS INDICATE THAT STRONG
PARTICIPATION IN THE FOLLOWING AREAS WILL CONTRIBUTE SIGNIFICANTLY
TO A SUCCESSFUL AT PROGRAM:

A.  100 PERCENT PARTICIPATION IN LEVEL I AT AWARENESS EDUCATION
ANNUALLY FOR ALL MILITARY, GOVERNMENT, AND CIVILIAN PERSONNEL.

B.  SUCCESSFUL COMPLETION OF THE LEVEL II ATO COURSE FOR ALL ATOS
ON EACH SHIP, INSTALLATION, SEPARATE FACILITY, AND STATIONARY OR
DEPLOYED UNIT, THROUGHOUT THE CHAIN OF COMMAND (SQUADRON,
EQUIVALENT-SIZED UNITS, AND ABOVE).

C.  COMPLETION OF LEVEL III COMMAND AT TRAINING PROVIDES
PROSPECTIVE/ CURRENT O5 AND O6-LEVEL CO WITH THE REQUISITE
KNOWLEDGE TO DIRECT AND SUPERVISE AT PROGRAMS.

D.  PARTICIPATION IN THE LEVEL IV AT EXECUTIVE SEMINAR,
ADMINISTERED BY THE JOINT STAFF (J3 DD AT/HD), PROVIDES DEPARTMENT
OF DEFENSE SENIOR MILITARY AND CIVILIAN EXECUTIVE LEADERSHIP WITH
THE REQUISITE KNOWLEDGE TO ENABLE DEVELOPMENT OF AT PROGRAM
POLICIES AND FACILITATE OVERSIGHT OF ALL ASPECTS OF AT PROGRAMS
AT THE OPERATIONAL AND STRATEGIC LEVELS.  QUOTAS FOR NAVAL OFFICERS
IN THE GRADES OF O6 THROUGH O8 AND CIVILIAN EQUIVALENT/SENIOR
EXECUTIVE SERVICE CIVILIAN EMPLOYEES CAN BE OBTAINED FROM OPNAV N3AT.

E.  COMPLETION OF DETAILED ANNUAL AT PROGRAM REVIEWS TO EVALUATE
THE EFFECTIVENESS AND ADEQUACY OF AT PROGRAM IMPLEMENTATION.
COMMANDING OFFICERS SHOULD USE THIS SELF-ASSESSMENT TO EVALUATE ALL
MANDATORY AT PROGRAM ELEMENTS AND ASSESS THE VIABILITY OF AT PLANS
IN VIEW OF LOCAL OPERATIONAL ENVIRONMENT CONSTRAINTS AND CONDITIONS.
AT PROGRAM REVIEWS ARE ALSO CONDUCTED WHENEVER THERE IS A
SIGNIFICANT CHANGE IN THREAT, VULNERABILITY, OR ASSET CRITICALITY.
SHORE INSTALLATIONS MUST ENSURE THAT AN EXTERNAL AT PROGRAM REVIEW
IS CONDUCTED AT LEAST ONCE EVERY 3 YEARS IN THE FORM OF A JSIVA OR
CNOIVA.

F.  COMPLETION OF TRI-ANNUAL JOINT STAFF/HIGHER HEADQUARTERS
INTEGRATED VULNERABILITY ASSESSMENT.  CNO N3/N5, VIA REF E, HAS
ISSUED THE JOINT STAFF JSIVA SCHEDULE FOR CY06.  WITHIN 90 DAYS
OF A COMPLETED ASSESSMENT, PRIORITIZE IDENTIFIED VULNERABILITIES,
COMMANDERS SHALL DEVELOP A PLAN OF ACTION TO MITIGATE OR ELIMINATE
THE VULNERABILITIES, AND REPORT THE RESULTS OF THE ASSESSMENT TO
THE FIRST FLAG OFFICER OR CIVILIAN EQUIVALENT DIRECTOR IN THE CHAIN
OF COMMAND.  COMMANDING OFFICERS SHALL ALSO ENSURE THAT THE DOD
VULNERABILITY DATABASE (THE CORE VULNERABILITY ASSESSMENT MANAGEMENT
PROGRAM (CVAMP)) IS POPULATED WITH ALL ASSESSMENT RESULTS AS
REQUIRED BY REF F WITHIN 10 DAYS FROM RECEIPT OF THE FINAL REPORT
AND COMPLETION OF A LOCAL ASSESSMENT.  JSIVA AND HIGHER HEADQUARTER
ASSESSMENTS (HHQ) OUTBRIEFED VULNERABILITIES SHALL BE INPUT INTO
CVAMP WITHIN 10 DAYS.

5.  RESOURCES.  TWO PROGRAMS PROVIDE POTENTIAL SUPPORT TO COMMANDS
ASPIRING TO IMPROVE THEIR AT PROGRAMS:

A.  COMBATING TERRORISM READINESS INITIATIVE FUNDS (CBTRIF) PROVIDE
NEAR TERM HELP FOR INSTALLATION COMMANDERS FACED WITH EMERGENT OR
EMERGENCY AT REQUIREMENTS.  COMMANDERS, ONCE AWARE OF EMERGENT,
POTENTIALLY LIFE THREATENING ATFP REQUIREMENTS (AND LACKING OTHER
FUNDING SOURCES) SHALL SUBMIT APPROPRIATE, VALID CBTRIF REQUESTS
IAW REF G, IN CVAMP.  CARE SHOULD BE TAKEN TO ENSURE THAT PHYSICAL
SECURITY EQUIPMENT (PSE) SOUGHT VIA CBTRIF PROCESS IS IN ALIGNMENT
WITH CURRENT PSE ACQUISITION STRATEGY TO ENSURE THAT PROJECTS ARE
SUPPORTED BY NAVY IN THE OUT YEARS.  THESE REQUESTS ARE SUBMITTED
TO THE CHAIRMAN, JOINT CHIEFS OF STAFF (JCS) AND COMBATANT
COMMANDER (COCOM) VIA THE APPROPRIATE NAVY COMPONENT COMMANDER.

B.  THE AT BUDGET EXECUTION EVALUATION WILL BE PROMULGATED IN THE
NEAR FUTURE.  THIS PROGRAM IS ANTICIPATED TO BE INCLUDED IN THE AT
STRATEGIC PLAN BUT WILL NOT BE EVALUATED UNTIL THE NEW DOD
2000.16 IS ISSUED (IN MID 2006) AND AFTER THE NEW DTRA-IVA
BENCHMARKS HAVE BEEN APPROVED.

6.  AT IS MUCH LIKE DAMAGE CONTROL; IT IS AN ALL HANDS EVOLUTION.
AN ALL HANDS APPROACH TO AT AND THE PROVEN PRACTICES LISTED ABOVE
WILL DRAMATICALLY IMPROVE READINESS IN THIS CRITICAL MISSION AREA.
