An entrepreneur who claims Lloyds TSB almost drove him out of business has launched an extraordinary assault on the £32bn bank, changing his firm's name to "Lloyds TSB Rip Off.com" and targeting its biggest shareholders with an email campaign.

James Stewart, who runs a car importing business formerly known as Eurocar Direct, said the new name would appear in all future advertising.

He has set up a website detailing savings he claims people with Lloyds TSB current accounts and mortgages can make by switching provider, also posting on the site bank staff's mobile phone numbers.

Mr Stewart, who is suing the bank for almost £18m over alleged overcharging, yesterday emailed details of his grievance to hundreds of individuals, including investors.

He said: "I'm targeting the share price. I'm trying to do as much damage as I possibly can to their name and reputation." He claims the bank applied unfairly high charges over a two-year period. But Lloyds TSB said: "We don't accept the thrust of his allegations and consider that the issue was resolved well over a year ago."

Complaints of Systematic Dishonesty Against Lloyds TSB Bank

I would like to report the following two complaints regarding the serious misconduct of Lloyds TSB Bank.

Complaint Number 1 - General - Lloyds TSB Global Exchange Rate Fraud

I would like to report the following ongoing global management driven theft by Lloyds TSB Bank to both the Banking Code Standards Board and the Financial Services Authority. I respectfully demand that this matter is investigated and dealt with as soon as possible and that in view of this extremely serious breach (deliberate theft of customers Moines trusted to a bank) of the Banking Code Rules that Fines and Sanctions are imposed against Lloyds TSB and that they are removed from any approved lists and that their Banking License be cancelled and that a Press Release should also be issued as It must unquestionably be in the public s interests to know that an organisation that exists solely on trust is actually stealing their customers money and has been doing so for years. Once you have completed an honest examination and confirmed the following facts, I also respectfully demand that the appropriate Government Departments are informed so that some sort of Windfall Tax is levied against Lloyds to recover the peoples monies stolen by Lloyds TSB Bank in this deliberate fraud, some £29,000,000,000.

Complaint Number 2 - Specific to James Stewart (MD of Eurocar Direct)

Relates to the above, but further details the way Lloyds TSB Bank management deliberately and knowingly created a Sham to cover up and continue this Theft, when dealing with myself as MD of Eurocar Direct (UK) Ltd., once I had caught them out stealing my company s money, and the consequences of their Theft. The full and specific details of that complaint will follow once I have received the result of the general complaint - Complaint Number 1.

Complaint Number 1 - Specific Details

The Cruelest and Most Obscene Theft Of All is The Deliberate, Slow, Systematic, Premeditated and Calculated Theft By Someone Who Only Exists on Trust

The Banking Code Standards Board Rules

It is most definitely under the Banking Code Rules as set out by the Banking Code Standards Board, and the FSA rules that a bank, which only exists on trust, cannot continue to trade when it is found to be deliberately operating a management driven fraud to steal between 1% and 2% of every pound that is exchanged into currency when they already charge a fee for the transfer and the supposed safeguard of your money.

Under the Banking Code Rules it also clearly states as follows:-

Customer Information.

3.2 We will tell you if we offer products or services in more than one way.

Foreign Exchange and International Payment Service.

9.13 We will give you an explanation of the service, details of the exchange rate and an explanation of the charges which apply to foreign exchange transactions which you are about to make. If this is not possible, we will tell you how these will be worked out.

9.14 If you want to transfer money abroad, we will tell you how to do this and will give you: a description of the services and how to use them - the exchange rate applied when converting to the foreign currency - and details of any commission or charges which you will have to pay.

It is therefore precisely clear from 3.2, 9.13 & 9.14 that if more than one exchange rate is utilised by Lloyds TSB then there should be customer information of the choice of exchange rates and the reason or requirements for either the customer choice or the bank choice of any of those exchange rates.

It is also precisely clear from 9.14 that if the bank are deducting money in any shape or form from the customer s moneys then the customer should be advised in writing of those commissions, charges or any other deductions made by the bank. Whilst there is a document issued by Lloyds TSB Bank to the customer which details the bank charges for making and safeguarding the foreign payment there is no note of any other commissions, charges or deductions, nor is there any other Lloyds TSB Bank document in existence detailing the amounts deducted by stealth from the customers money.

It is clear from the above rules that Lloyds TSB Bank can apply as many different exchange rates as they like and deduct any amount that they want from international transactions, provided they advise their customers of the different exchange rates prior to any transactions taking place and the criteria by which each different exchange rate will be applied, and also advise their customers after the transaction has taken place of ALL commissions, charges or deductions made by them. No such customer documentation exists.

Yet in a document received by me from Lloyds TSB Bank dated 22-Aug-2003 it clearly states that they do apply different exchange rates - Copy Attached. It states as follows:

Paragraph 4.2 - "At all material times&..LLoyds TSB Bank did in fact apply business exchange rates when exchanging currency"

Paragraph 4.3 - In accordance with the Lloyds TSB Bank s standard practice, the business exchange rates applied by your business accounts &.were:

(a) In relation to any foreign currency payments of up to £25,000, the rates notified by Lloyds TSB Bank to it s staff on a daily basis and known as the Daily Sheet rates or Business Rate Sheet rates.

(b) In relation to any foreign currency payment of over £25,000, rates ascertained by a process known as booking the rate whereby the rate would be advised to the member of staff with responsibility for making the payment by the Lloyds TSB Bank s International Department in London.

Paragraph 4.5(a) - The business exchange rates and standard charges were applied to the transactions in accordance with the Lloyds TSB bank s standard practice as noted above."

There is however no provision either under the Financial Services Authority or the Banking Code Standards Board which allows any financial institution to make up false exchange rates, between 1% and 2% adverse to the real international exchange rates and apply them whilst purporting them to be the only rate or the best rate available.

Lloyds TSB - Bank Robbers - The Crime:

Lloyds TSB Bank has in operation an ongoing and quite deliberate management driven fraud involving fictitious made up false Foreign Exchange Rates in which they are stealing between 1% and 2% of their trusting customers money on every foreign exchange transaction completed.

Whilst there is in existence a Lloyds TSB tariff of bank charges relating to international transfers, Lloyds TSB Bank most definitely have NO tariff, NO price list, NO mention in Terms and Conditions, or NO other document in existence which advises or informs customers or allows Lloyds TSB to exchange sterling into currency at anything other that the proper international exchange rate.

The real International Exchange Rate (or The Spot Rate, Current Market Business Rate, Inter Bank Rate or Business Exchange Rate etc. etc. as it is also commonly known) is derived from WM/Reuters, and is reported daily in the Financial Times, in a similar manner to Share Prices which are derived from the London Stock Exchange and also reported in the Financial Times.

A Mid-Point is quoted and a Bid/Offer Spread is also noted, i.e. whether you are buying or selling.

Taking the Euro as an example on 12-Sep-02 the Mid-Point Rate is 1.5928 with a Bid/Offer spread of + or - 0.0005. The Bid Rate is 1.5923 and the Offer Rate is 1.5933.

There is no mention whatsoever of any other rates, and there is most certainly no mention whatsoever of a "Daily Sheet Rate - MUST NOT BE FAXED OR COPIED TO CUSTOMERS" which is adverse to the International Exchange Rate by between 1% and 2%.

The Lloyds TSB fraud system works as follows:

Lloyds TSB s management make up a fictitious exchange rate for each and every different foreign currency every day, which bears no relation whatsoever to the real International Exchange Rates.

A sheet of these fictitious Exchange Rates to be applied to all international currency transactions is then made available to every Lloyds TSB branch daily. The sheet is titled "Main Currency Rates and Notes" and underneath the title in capitals it states "MUST NOT BE FAXED OR COPIED TO CUSTOMERS" - Copy Attached. A copy of this sheet was obtained from a sympathetic employee at Lloyds TSB Bank. I also attach a spreadsheet summary backed up by detailed transaction schedules detailing the differences stolen from one specific company (Eurocar Direct (UK) Ltd. between Mar-99 and Mar-01.

The branch staff are unwittingly and of course unintentionally carrying out this fraud on behalf of Lloyds TSB management as at branch level they simply utilise these exchange rates in a jobsworth manner as they are not aware, and are not made aware by Lloyds TSB management, that they are doing anything other than applying the true international exchange rate.

If any Lloyds TSB branch staff are questioned by a customer, e.g., "am I getting the correct rate (best rate or full rate etc.)", of course they will say yes as to the best of their knowledge it is of course the only exchange rate.

If any customer requests a copy of the list of exchange rates they will of course be told sorry we re not allowed to hand it out, as of course Lloyds TSB don t want anyone to see the actual list and certainly don t want anyone with any knowledge whatsoever, of international banking to examine the sheet which is why it is headed MUST NOT BE FAXED OR COPIED TO CUSTOMERS.



When the customers international transfer is completed utilising the fictitious International Exchange Rate, Lloyds TSB deliberately steal between £100 and £200 from each and every one of their customers out of every £10,000 foreign currency transaction made, as Lloyds TSB only give the customer between £9,800 and £9,900 worth of foreign currency and pocket the difference to their profits.

The perfect fraud, by a business which supposedly only exists on trust, even the staff at all of their branches who actually perpetrate the theft are not even aware that they are doing it.

By examining Lloyds TSB Bank annual accounts over the last 10 years I have calculated that they have stolen in excess of £29,000,000,000 from their unsuspecting customers over that period.

This systematic fraud is continuing today in every single branch of Lloyds TSB Bank. I have today personally gone round 58 branches in the North West of England, and colleagues have gone round over 100 branches in London and Birmingham area and in every case each branch refuses to give out a copy of the False Daily Exchange Rate Sheet - MUST NOT BE FAXED OR COPIED TO CUSTOMERS.

I respectfully demand and expect an open, honest and complete investigation and that this ongoing management driven systematic countrywide theft is immediately stopped in it s tracks.

Complaints of Systematic Dishonesty Against Lloyds TSB Bank - Ref.468654

Section 1

Please explain the following, as without explanation, it would appear that the FSA is a Failed Regulator and is corrupt. You sir, are without doubt bringing the FSA into total disrepute.

Despite the formal complaint dated 03-Jul-03 (Section 3) regarding Lloyds TSB's countrywide Exchange Rate Fraud with their False Exchange Rate Sheet which IS headed MUST NOT BE FAXED OR COPIED TO CUSTOMERS, and a reply received this morning from the FSA (Section 2) no action whatsoever has quite obviously been taken by the FSA to stop this fraud.

Today, I and my friends visited over 100 Branches of Lloyds TSB, requesting the rate to transfer E 50,000 to Spain. Lo and behold in every single Branch they brought out the False Exchange Rate Sheet which IS headed MUST NOT BE FAXED OR COPIED TO CUSTOMERS and either quoted or showed us the Euro rate which today is 1.3558.

We then went back and asked if we could obtain a better rate, and in most cases there was no better rate available, in a few cases we were told that we can book a rate. The quickest it took to actually get informed of the booked rate was over 9 minutes.

The booked rate quoted was 1.4155 at 1.23PM on 06-Aug-03. Interestingly enough the branched stated that the booked rate does not move during the day, which is extraordinary.

So not only are Lloyds TSB continuing their countrywide fraud they have actually upped the "Scam" to 4.2%. Therefore today there are stealing 4.2% from every single customer who makes a foreign transfer.

There are continuing this fraud with the blessing of the FSA, and of course are now being aided and abetted by their "Friends" or "Brothers" even in the FSA.

It is in the public's interests, as without a public warning, the FSA is deliberately leaving consumers at 100% risk of fraud when dealing with Lloyds TSB.

Lloyds TSB have confidently upped the ante - the fraud is today 4.2%.

I demand a full explanation within 24 hours.

Section 2

Actually there is only one thing worse than "the cruellest and most obscene theft of all is the deliberate, slow, systematic, premeditated and calculated theft by someone or some organisation who only exists on trust", that is, in the absence of a detailed explanation, a "Bent" regulator, paid out of public funds, colluding with them to maintain the ongoing of that same fraud at an even higher level.

There is a world of difference between a deliberate ongoing management driven fraud and a dispute.

Even a blind man with no dog can see that this is a deliberate management driven false Exchange Rate fraud by Lloyds TSB, and the FSA, if it fails to regulate over this fraud, then it is not because there is no fraud, it is because of some hidden agenda, that is not in the consumer's interests.

In view of the seriousness of this deliberate management driven "False Exchange Rate Fraud", particularly that Lloyds are now stealing a much higher percentage of all international transactions, I demand that the following immediate action is taken:

1/ Lloyds TSB be immediately banned from dealing with Foreign Currency Transactions.

2/ The City of London Police be given an exact copy of the paperwork that I sent you on 03-Jul-03.

3/ The FSA issue an immediate Press Release warning consumers that they are 100% at risk of becoming victims of this Lloyds TSB Exchange Rate Fraud.

4/ That the FSA also agree to recompense all consumers who have been victim of this fraud since 03-Jul-03, and the FSA fine Lloyds TSB an amount to cover all consumers losses, when dealing with Lloyds TSB in foreign exchange transactions, since the FSA were very first informed of this matter on 15-Jul-02.

If I receive no complete and detailed answer from you, within 24 hours, as to why you have not yet stopped this deliberate fraud, then I will treat that as an admission of collusion and corruption.

In view of the seriousness of the matter, i.e. since I initially informed the FSA on 03-Jul-03, Lloyds had upped the amount of the fruad from between 1% and 2% to 4.2%, I E mailed the Lloyds "Regulator" at the FSA with a reminder that they had not answered my letter of the 06-Aug-03, some 7 days earlier.

Special Note One:  Please also note the distribution list, most of these people - supposed investigative journalists, supposed business reporters, organisations who operate in a position of trust, and leading individuals also in positions of trust and authority - have now received over 50 E mails, and nothing has been done.  The very first E mail to them had a scanned attachment of the Lloyds TSB False Exchange Rate Sheet, so most of them have hard evidence from the very start. 

Special Note Two:  There have been two press items, but just specific to my company, despite the fact that this is an ongoing countrywide fraud that should be brought to the attention of ALL of the British public, as, by not reporting or investigating it, they are allowing, what is without a shadow of a doubt, a BENT bank, Lloyds TSB, to continue to steal money from their international clients in all 1,687 branches nationwide every single day, since 15-Jul-02, when I first highlighted this deliberate management driven fraud..

Special Note Three:  I am in private contact with a few of them on the list, but quite obviously I cannot now divulge their names.

Special Note Four:  The FSA, if you accept the fact that there is, without a doubt, no reasonable detailed answer that they can give to me, that would stand up to public scrutiny, have been well and truly caught out, and it is therefore impossible for them to issue an answer.

I demand a reply to my letter of 06-Aug-03, rejecting your absurd and unsigned reply received 06-Aug-03.  My helpers have been in Lloyds TSB Branches today, and viewed the "MUST NOT BE FAXED OR COPIED TO CUSTOMERS" False Exchange Rate Sheet.  Without reasonable explanation, Mr Tonkin it stinks.  Are they giving you a cut or something?

If the people that just exist on trust were actually trustworthy, the the following headline would appear on the front page of every newspaper:

Lloyds TSB Now Stealing 4.2% From Every International Transfer with the Help of the B(ent)FSA

Thanks to the FSA they have more than doubled the amount that they're stealing.  They were only stealing between 1% and 2% before the FSA got involved.  What a regulator that Mr Tomkin must be!!!!!

I thought, I know, there must be one honest man out there who'll stand up to be counted in the interest of common decency and honesty, where better to go to than to the chief executives of all Lloyds TSB's competitors.

I notified every other Bank and Building Society in the UK by this letter with the appropriate attachments.  Surely, a competitor of Lloyds TSB would report a Banking Fraud, they are all members of the Financial Services Authority and the Banking Code Standards Board. 

An honest reasonable man would expect that some would just report it to gain competitive edge.

A reasonable man would certainly even expect them to report it to the FSA or the BCSB, or to the press, as they are all purported to be honest men, are they not.

One mutual Building Society manager did ring me to try to point me in the right direction but not to offer assistance in exposing this fraud.  He did not leave his name but the 1471 on the phone told me that it was an 01202 code (I also have the number), and I also received a letter from another mutual Building Society (if you need a copy then just ask and I will scan it) which merely stated: "Whilst it was kind of you to tell me of your disagreement with Lloyds TSB Group, I must confirm that we have no knowledge of their procedures or policies, nor any comments to make".

So no-one, "for whatever sinister reason", cares that a BENT Bank is continuing with their ongoing countrywide False Exchange Rate Fraud and have now upped the scam from between 1% and 2% to 4.2%.

A reasonable honest man would say that It beggars belief.

The actions I am forced to take against Lloyds TSB on Monday 18-Aug-03 could also have serious repercussions with your business

My name is James Stewart and from Mar-99 until Nov-02 I was the Managing Director of EuroCar DIRECT based in Blackpool. I am included in the current issue of "Who s Who of British Business Excellence 2003" - Copy Attached, as MD of one of the fastest growing companies in the UK, and I put about £20 Million through Lloyds TSB. We employed 10 excellent people all with "Imported" company cars and good salaries.

I have written this letter and attachments to the Chief Executive of every Bank & Building Society in the UK, for advice, and to see what you make of the following and how I should proceed.

I attach a copy of a Lloyds TSB False International Exchange Rate sheet which you will see is headed "MUST NOT BE FAXED OR COPIED TO CUSTOMERS" - Copy Attached. This sheet totally fictitious and is between 1% and 2% adverse to the real international exchange rates. It is distributed to every Lloyds TSB branch every day, so therefore it a deliberate management driven countrywide fraud.

Quick Summary: This fraud cost us our business, costing us 90% of our second year profits, which I do not believe anyone hardly could have survived from.

I have reported it to the Financial Services Authority (FSA) etc. - Copy Attached, but as there s is a secret organisation who are ridiculously not obliged to tell you who they are investigating or what they are investigating. On 06-Aug-03, I received a bland letter from them saying that they had passed it on to all of the relevant departments - Copy Attached.

However, that same day I and my friends visited over 100 Branches of Lloyds TSB, requesting the rate to transfer E 50,000 to Spain. Lo and behold in every single Branch they brought out the False Exchange Rate Sheet which is still in existence and is still headed "MUST NOT BE FAXED OR COPIED TO CUSTOMERS" and either quoted or showed us the Euro rate which was 1.3558.

We then went back and asked if we could obtain a better rate, and in most cases there was no better rate available, in a few cases we were told that we can book a rate. The quickest it took to actually get informed of the booked rate was over 9 minutes.

The booked rate quoted was 1.4155 at 1.23PM on 06-Aug-03. Interestingly enough the branched stated that the booked rate does not move during the day, which is extraordinary as the rate is, as you probably already know, moving all the time.

So not only are Lloyds TSB continuing their countrywide fraud they have actually upped the "Scam" to 4.2%. Therefore today there are stealing 4.2% from every single customer who makes a foreign transfer.

There are continuing this fraud with, what appears to be the blessing of the FSA, and of course are now being aided and abetted in their fraud by their "Friends" or "Brothers" even in the FSA.

The FSA and banking Code Standards Board both require anyone offering different ways of doing a service, then there must be customer documentation available prior to any transaction being made.

There is no customer information, price list, tariff or other document in existence which allows Lloyds TSB to use anything other than the true International Exchange Rate.

Also there is no customer information, price list, tariff or other document in existence which allows Lloyds TSB to use more than one International Exchange Rate. Just for information - my mother was dying of a stroke throughout the bulk of this period, and I was also seeing her every single night.

I also attach a copy of my very first Press Release dated 15-Jul-02, which gives a lot of concise and precise detail.

I have also been targeting every member of the London Stock Exchange and Lloyds TSB shares have gone down by almost twice as much as the FTSE movements.

I know that you are very busy and successful people, but just think if this had happened to you, and destroyed your business, through no fault of your own. Normally you only get one chance in life to be in the right place at the right time, and set up the right business.

I was very busy and successful too. I need to nail Lloyds TSB, and unfortunately the actions that I will take on Mon 18-Aug-03, once started, will not be able to be stopped, and unfortunately may also affect your business.

I cannot go into any details of how & what I am doing, but one of the more minor things by comparison to the others planned, is that I will contact and give a business plan and quick set up details to, amongst many others, every person and company who imported cars to the UK, and that within 4 to 8 weeks from 18-Aug-03, there will be at least 100+ companies in existence (and then subsequently steadily growing) highlighting the many Rip Off Charges and the Massive Savings on Mortgages, Loans, Credit Cards and Overdrafts that are available.

Whilst Simon Empson of Broadspeed was undoubtedly the first person to highlight the massive savings available on importing cars from Europe, EuroCar DIRECT were one of the first few companies who were actually set up to import vehicles from Europe in Feb-99.

However, the massive savings on vehicles pale into utter insignificance, when compared to many service providers massive Rip Off mortgage costs.

Along with sending copies of the false exchange rate sheet, I have been highlighting the mortgage, loans, credit card & overdraft "Rip Offs" of Lloyds TSB, and quantifying the massive savings available on changing from Lloyds TSB Bank to a much more competitive service provider, to all of the UK Media since 15-Jul-02, and what Simon Empson did for cheap cars I will do for cheap mortgages.

On Mon 18-Aug-03 I will commence my real efforts to become the Simon Empson (Broadspeed) of mortgages etc.

I apologise, in advance, if what I do after Mon 18-Aug-03, causes you any problems, but I cannot let Lloyds TSB get away with actually stealing customers money with what appears to be the blessing of the FSA and the national press.

Please remember that this countrywide False Exchange Rate Fraud "MUST NOT BE COPIED OR FAXED TO CUSTOMERS" is still ongoing.

They're trying everything to stop me, aren't they.  Not because there is incorrect facts or details, on web site www.eurocardirect.co.uk , but because it is totally correct and toally damning to Lloyds TSB - a BENT Bank, and evem more so because it all quantifies the massive savings available by moving form Lloyds TSB & Lloyds TSB owned Cheltenham & Gloucester, to a much mort competitive service provider for your mortgage, loans, credit cards and overdrafts.

A normal honest person, over a 25 year period (including an interest only mortgage) would save a staggering £73,625.10.

A normal honest person, over a 25 year period (including an interest only mortgage) would save an amazing £57,664.93.

That's criminal.  Well it's not criminal, but the real point I'm also trying to get across, is that not only are LLoyds TSB BENT thay are also serious Rip Off merchants conning people into accepting their massive additional charges.

I need, and I will get, the civilised world to know - it is quite simply, an irrevocable fact, that once the Fraud and the Rip Off Charges are common knowledge amongst the masses of the british public, Lloyds TSB will not have ONE customer left.

You will see that way back on 20-Nov-02, I decided to send this letter to everyone that I thought was in a position of authority to do something about Lloyds TSB countrywide False Exchange Rate Fraud "MUST NOT BE FAXED OR COPIED TO CUSTOMERS". 

I tried to quantify the total extent of this fraud from the normal British General Public over the last 10 years, and by obtaining copies of Lloyds TSB's Annual Accounts from Companies House, I was able to come up with an Exchange Rate Fraud figure of £29,250,000,000.  Twenty Nine Billion.  I actually believe that is a conservative figure. 

An honest reasonable person, in a "supposedly" honest democratic country like the UK, would expect that if there was some sort of little scam going between Lloyds TSB and a few others in the key positions of power, i.e. regulatory etc., that once this letter was distributed, then Lloyds TSB would be stopped.

Not one bit like that.

You will see from the previous scanned answers, that very few even bothered to reply.  

This is a scanned copy received back from the Financial Services Ombudsman attached to their initial quick acknowledgement, you will se their stamp on top right hand corner of the first page.

You can't go any higher than to contact the Prime Minister, all members of the Cabinet and the chiefs of every Government Department.  To ensure that they investigated properly you will see that the letter was also sent to all of the investigative journalists, indeed everyone who was already on the media list and had already been contacted by E Mail over 31 times up to that date.  You will also see that it went to other supposedly investigative organisations like the Office Of Fair Trading, Institute of Directors, indeed even to the Director of the Police's Serious Fraud Office.

As a consequence of this fraud, I felt that there may also be a VAT fraud it was therefore also sent to H M Customs & Excise, and as there may also be a Corporation Tax Fraud it was therefore also sent to the Inland Revenue.

I even attached a letter informing me that I was in "Who's Who Of British Business Excellence" (incidentally only awarded because of real accounting statistics at Companies House and quite obvious, even to a blind man with no dog, not because of who I know), which, a normal reasonable honest man would believe, should add to my credibility.

So everyone, in a position of power and authority, now knows about Lloyds TSB's False Exchange Rate Fraud "MUST NOT BE FAXED OR COPIED TO CUSTOMERS".

And yet, no-one's doing anything about it.

A normal reasonable honest man would ask - WHY?

A normal reasonable honest man, in a "supposedly" honest democratic country like the UK, could accept that they may have been a little scam going between Lloyds TSB's very senior management and a couple of people in the FSA Regulators Office, but that once everyone knew about the fraud, it would be stopped and the perpetrators and other conspirators suitably punished.  

However, for a normal reasonable honest man, in a "supposedly" honest democratic country like the UK, with so many people in positions of power and trust aware from the start, and so much of the media aware from the start, it is irrevocably impossible to believe that is the case.

I believe that we now irrevocable know the reason WHY now, don't we!!!!! 

Every person in the UK should read and digest the following books as soon as possible:-

The Brotherhood:The Secret World Of The Freemasons by Stephen Knight.  The author died a premature death in July 1985, just 18 months after The Brotherhood was published.  It is stated that "An aggressive brain tumour had destroyed him in one excruciating year.  He was only thirty three and prior to his death had been intending to write many more in depth sequels to his original publication.

Well, the DTI answered on behalf of the Ministers Office (Which Minister?) with a "Quick" acknowledgement on dated 08-Jan-03.

Their full answer dated 24-Jan-03 mentions discretionary powers that they are not utilising in this matter.

A normal reasonable honest person, in an honest democratic country would say that this was "Sinister" in view of the amounts continuing to be stolen from the UK general public by Lloyds TSB's False Exchange Rate Fraud "MUST NOT BE FAXED OR COPIED TO CUSTOMERS".

While I'm both interested and intrigued by Mr. Stewart's allegations, 
I'm afraid that the methods he's using to address the problem may 
be hampering his efforts. In particular, I'm speaking of the 
"carpetbombing" and "reminding" techniques he so fervently employs.

Wherein Mr. Stewart mails his messages to a large number of people, 
usually including the distribution list itself as part of the message, he 
is likely reducing the possibility that any one of those recipients will 
respond. In a corporate (and especially a government) environment, 
when confronted with a task which has also been "assigned" or 
addressed to many other people, it's human nature to presume that 
someone else will deal with it. Indeed, I suspect that this phenomenon 
is responsible for the content of all replies he's yet received from 
government bodies, who each kindly proclaim that his concerns are 
some other department's problem. In the end, he's going to have 8 or 
10 different departments all concluding that another department will 
deal with - or is more aptly suited to handle - the accusations.

As well, journalists tend to be a picky bunch when confronted about a
story, something which will typically happen many times each day. 
When a columnist receives a "hot tip" which has obviously been 
carbon copied to 50 other writers, more often than not, the "hot 
tip" is filed straight to the trash in favor of direct personal
communications. Journalism is a competitive business, and its 
practitioners are constantly scoping fora scoop, but there's a 
catch: in order for a story to be attractive, they'd prefer an
exclusive, or they at least want to be the first to crack it.

Wherein Mr. Stewart sends repetitious messages, such as 7 
different reminders in less than a week with regards to his 
advertising interests, the recipients of the messages are 
likely to become annoyed. Even more so when four of those 
messages were sent within the course of 5 hours on a single 
day; a Friday, no less, when most on the receiving end of 
those letters were likely more concerned with leaving the office 
early. Bombarding recipients with such redundant contacts will 
not, in general, cause one to gain favor with those on the 
receiving end. The "carpetbombing" factor plays a role here as
well, as the inquiry clearly states that Mr. Stewart wishes to 
purchase an advert in only one publication, yet he has sent 
the request to a list of more than 60 people.

While I'm not familiar with press practices in the UK, prime advertising
locations (e.g. Section A Page 3) in major US print newspapers are 
often allocated many weeks or even months in advance. In many 
cases, they're also semi-permanent spots reserved indefinitely 
by the same patrons; for example, Company A will have an 
agreement with the paper that their advert will appear on Page 3 
each day until further notice. Making the admittedly uneducated 
presumption that print papers in the UK operate in a similar
fashion, it's possible that advertising directors literally couldn't 
accommodate Mr. Stewart's request even if they were inclined to 
do so.

I would advise that Mr. Stewart take a more discreet approach in 
contacting media representatives and government departments, 
by using blind carbon copy emails and omitting the distribution 
list. In the case of fax or postal communications, simply
eliminating the list of other recipients may be enough to invoke 
interest in some who receive the message. Individual, personally 
addressed, and calmly written messages (exclamation marks 
should be kept to a bare minimum) stand a chance at being yet 
more effective, especially when it comes to journalists.

I wish Mr. Stewart well. If his allegations are in fact truthful, 
the matter certainly merits investigation.
