Review Meeting Report

The TR-45 LAES Ad Hoc meeting report to the March 2003 TR-45 meeting was provided as FYI. 

Liaisons/Correspondence

No attendance from ESTS.  ESTS (Electronic Surveillance Technology Section), formerly CIS, submitted a letter (TR45.LAES/2003.03.11.06) indicating that they have no plans in the near future to attend the TR-45 LAES Ad Hoc meetings and listed their reasons, but indicated that they would “monitor future progress of the group and work with the industry to develop sound technical solutions.”  TIA indicated prior to the meeting that they would prefer to handle the response to this letter in cooperation with the ad hoc leadership and T1.  The group briefly discussed the letter but had no comments to communicate to TIA.

No report or attendance from ATIS, although Ed Hall of ATIS did join us over the conference port for a discussion on contribution 05, and he supported the idea of asking the assistance of ATIS in setting up an LAES Workshop.  Please see the description of TR45.LAES/2003.03.11.05.   

No report or attendance from CTIA.

Greg Ratta introduced the liaison (TR45.LAES/2003.03.11.04) from T1S1.  The liaison touched on several topics—ASN.1 issues, the proposal for an expanded scope and charter, and the workplan.  Please see the description for resolution of this contribution under later agenda items (Old Business, New Business).

Ron Ryan indicated that T1P1 met in early February and will meet again the first full week of May, co-located with T1S1.  The T1S1 and T1P1 Surveillance ad hocs will work out a shared schedule for that week.  Ron indicated that T1P1 supports the ASN.1 suggestions from T1S1.  In reference to the 3GPP SA3 LI work, he stated that they will be adding an ETSI circuit-switched approach to Release 6 of the 3GPP specifications.  He also mentioned that Release 5 includes capabilities for VoP.  Issues have been raised recently with Dialed Digit Extraction and how it would be reported for the VoP systems.  There is some difficulty in doing so when the dialled digits are embedded in a packetized data content stream.

No liaison from T1M1 was present, however, Mike Fargano, chair of T1M1, sent email shortly after our December 2002 meeting with questions concerning possible support of the LAES ad hoc members for updating ANSI T1.260 (the LAES OAM&P Interface Standard), 1998, which is up for ANSI 5-year review.  The group reviewed the document, discussed this idea, and determined that there is definite support for reaffirming the document because it is a valuable reference document, and they encourage T1M1 to update the document as they see necessary.  The LAES Ad Hoc would also be available to review liased information from T1M1 concerning any updates.  It was agreed to include the items from the LAES AdHoc’s carried over T1M1 living list issues document in a liaison to T1M1.

The formal 3GPP SA3 LI liaison was not in attendance, however, Ron Ryan indicated that 3GPP SA3 LI is continuing their work.  There are ongoing discussions on Presence.  There is also an ongoing discussion on the fact that real-time, reliable delivery cannot be expected with the use of TCP.  There is a statement in the 3GPP specifications mentioning that there are no guarantees in this situation.  Release 6 is scheduled for August of 2003 (e.g., ready for circulation by this time and only critical CRs after this date).  The next meeting will be May 20-22 in Vienna.  The September meeting will be in the US hosted by Motorola. Further comments on DDE related to this group can be found under the T1P1 liaison report.

No report or attendance from the ETSI liaison.

No report from 3GPP2. 

Bonnie Petti submitted a liaison from TR45.6 with an attachment.  The attachment shows changes that have been discussed during an interim TR45.6 conference call on surveillance, but could not be fully accepted as the conference call was not announced in sufficient time for a formal meeting.  The next conference call meeting is scheduled for April 3rd.  Disposition of this contribution (TR45.LAES/2003.03.11.08/08a) is shown under agenda item 6a.

No report or attendance from the DSL Forum.

The formal liaison for International Softswitch Consortium was not present.  There is an agenda item open on “comments on the ISC document”, to be resolved during the April LAES meeting.  The chair took an assignment to contact the ISC Chair with a request for an updated version of their document.  The ISC Chair has indicated that, at a minimum, references will be supplied for incorporation into J-STD-025-B.  Text may be supplied, but this will not be determined until the work is further along.

Old Business

a) Contributions for PN-4465-RV1

Contribution TR45.LAES/2003.03.11.03 (PN-4465-RV1) from the editor was presented. The document was Accepted as Modified.  It was noted that section 6.3.9 (Network Signal Message) is missing from the ASN.1 section.

Contribution TR45.LAES/2003.03.11. 04 from T1S1 contains proposed text for PN-4465-RV1 including reference material for the T1S1 Surveillance specifications.  This text was Accepted as Modified.  The chair of T1S1 has submitted a request to T1 for the specific number which will be used for publication.  This number will be used in the references.  The chair took as assignment to verify with TIA that this conditional type of wording is acceptable for inclusion in a ballot document.  This contribution also contains ASN.1 material.  T1 is requesting a branch off of LAES, once the LAES module is established.  A diagram of the structure, as modified during the ad hoc meeting, will be proposed to TIA.  That diagram is shown at the bottom of this report.  This portion of the contribution was Accepted as Modified.

Contribution TR45.LAES/2003.03.11.08 from TR45.6 contains proposed text for PN-4465-RV1.  The contribution was Accepted.  TR45.LAES/2003.03.11.08a was introduced and questions for clarification were asked, however, since this was not approved at a formal meeting, it is in Revise and Resubmit status for the April meeting.  Based on the discussion of this contribution, it was requested that since the LAES  group had already accepted text from the January TR45.6 liaison that TR45.6 use this text as baseline and show changes against it (to be more easily identifiable) for the April meeting.  The accepted text from the January LAES meeting was then distributed by Nortel as TR45.LAES/2003.03.11.11, in order to make the text available for marking with changes.  The workplan was discussed and the coordinated workplan timing with the TR45.6 meetings scheduled prior to the adhoc should be attainable.  There is TR45.6 “d” interface work underway and it is not anticipated to impact the J-025 “e” interface at this time.

b) T1M1 issues living list

A snapshot of the issues list from contribution TR45.LAES/2002.09.17.05R1 will be included in a T1M1 liaison.

c) Comments on ISC Document

The Ad Hoc group does not have comments at this time on the ISC document, but will continue carrying this agenda item with the hope of collecting comments to submit to the ISC group in April.

New Business

a) Scope and Charter

Contribution TR45.LAES/2003.03.11.05 from Nokia and CommFlow Resources proposes an expansion of the scope and charter for the LAES group in response to concerns expressed by carriers and Law Enforcement.  This contribution was first presented at the March TR-45 meeting which took place the week before the LAES meeting, and TR-45 encouraged the LAES group to continue work on the wording of the new scope and charter for later submission to TR-45.  A conference port was set up during this discussion to include Cheryl Blum, Chair of  TR-45, Ed Hall, VP Technology Department at ATIS, and Bob Hall, Chair of T1S1.  The result of an extensive discussion was an agreement to request that ATIS manage an LAES Workshop to lend guidance to the TR-45 LAES Ad Hoc Group.  Greg Ratta of Lucent took an assignment to write the initial draft of the letter to ATIS.  This is contribution TR45.LAES/2003.03.11.10.  This contribution was Accepted as Modified.

LAES Workplan Review

S-P3-4464-UGR-1 (to be published as ANSI J-STD-025-A) has been approved for publication.  It will be forwarded to TIA.

Contribution 02, the TR-45 LAES Ad Hoc March meeting report, was Accepted.

Liaisons/Correspondence

While on this agenda topic, the ad hoc group discussed support for opening new projects.  The following agreements were reached:

1)     There is support for opening a project for a new revision of the joint standard, J-STD-025-C.  This document may contain material as indicated in #4 below, in addition to material from other cooperating SDOs (e.g., T1S1).

2)     There is support for opening a new joint project for functionality beyond CALEA.

3)     Gary Pellegrino of Commflow Resources took an assignment to work with the carriers to develop draft PN requests for the above agreements with offline input from interested parties to produce a contribution for the June meeting.

4)     There is a call for contributions for these planned projects originating from documents indicating the needs of Law Enforcement, for example, the ESTS CGVoP document, previous ESTS (CIS) contributions and carrier discussions with ESTS.

No specific dates have been discussed for these projects.  The project proposals will be discussed at the June meeting, and if approved by the ad hoc, will be forwarded to the TR-45 June meeting for approval.  The proposed projects will also need to go through appropriate channels on the T1 side for joint approval.

No attendance from ESTS.  ESTS (Electronic Surveillance Technology Section), formerly CIS, submitted a letter (TR45.LAES/2003.04.23.06) just prior to the TR-45 LAES March meeting.  A response letter will be sent soon.

No report or attendance from ATIS.  The TR-45 LAES Ad Hoc Group does wish to express their appreciation for ATIS’ willingness to consider moving forward with a workshop although it appears that we will not be taking that path forward at this time.

No report or attendance from CTIA.

The formal liaison for T1S1 was not present, however, it was indicated that T1S1 will meet jointly with T1P1 in Atlanta during the week of May 5th.  The TR-45 Ad Hoc Group will need a representative to attend this meeting to convey the reasoning behind the above-mentioned decisions on opening new projects.  Pierre stated that he should be in attendance.

The formal liaison from T1P1 was not present, however, other members that attend this group indicated that T1P1 has plans to work more closely with T1S1 in the future.

No liaison from T1M1 was present, and no response has yet been received from the liaison sent to T1M1 following the March meeting concerning T1.260-1998, the LAES OAM&P Interface Standard.

Brye Bonner submitted contribution TR45.LAES/2003.04.23.10, the draft February 3GPP SA3 LI report.  She also reported that the Netherlands would like to add Network Management to the standard.

No report or attendance from the ETSI liaison.

No report from 3GPP2. 

Bonnie Petti submitted contribution TR45.LAES/2003.04.23.09r1, a liaison from TR45.6.  TR45.6 will meet on May 14th in San Diego and on June 18th in the D.C. area.  The resolution of the proposed text from TR45.6 is described under agenda item 6a.

No report or attendance from the DSL Forum.

The formal liaison for International Softswitch Consortium (now IPCC) was not present, however, he did make available to the group the most updated version of the ISC specification for review.  This is contribution TR45.LAES/2003.04.23.08.

No report or attendance from PacketCable. 

There was a suggestion that IETF be added to the liaisons list.  Cisco recently submitted RFCs concerning surveillance work.  These RFCs are available on the web.

Old Business

a) Contributions for PN-4465-RV1

Contribution TR45.LAES/2003.04.23.03 (PN-4465-RV1) from the editor was presented. The document was Accepted as Modified

Contribution TR45.LAES/2003.04.23. 05 from Lucent Technologies contains proposed modifications to PN-4465-RV1 Annex D.  These comments were included in Lucent’s ANSI J-STD-025-A ballot comments but were considered out of scope for that ballot.  The Ad Hoc group recommended that those comments be brought in against PN-4465-RV1.  The comments were accepted as modified with the exception of comment #6.  Brye Bonner of Motorola took an assignment to investigate this issue and report her findings to the group.  The contribution is in a Deferred status.

Contribution TR45.LAES/2003.04.23.06r1 from Nortel contains editorial V&V comments for PN-4465-RV1.  This contribution was Accepted.

Contribution TR45.LAES/2003.04.23.07 from Nortel contains proposed text for Annex I, the ASN.1 Informative Annex.  There were comments that perhaps instead of using the term “enhanced”, the term “extended” might be more appropriate.  There were also questions on the protocol types/versions.  The contribution is in Revise and Resubmit status until some questions can be answered by the contributor.

Contribution TR45.LAES/2003.04.23.09r1 from TR45.6 was presented by Bonnie Petti of Verizon Wireless.  The majority of the material was accepted.  The message and parameter titles will be reformatted to match the conventions used in J-STD-025-B.  Some of the new stage 2 parameters were not reflected in the stage 3 text.  The editor took an assignment to add them.  The section containing the text for cdma2000PacketDataInterceptStart will not be added.  The liaison will be recommending to TR45.6 that this message be dropped based on the fact that this information is not reasonably available.  During discussion of the contribution, it was also noted that TR45.6 needs to verify that all references supplied for J-STD-025-B are current.  This contribution was Accepted as Modified.

NOTE:  Although the majority of the text from the TR45.6 liaison is being incorporated by the editor into PN-4465-RV1, we did have consensus on sending a request to TR45.6 through liaison Bonnie Petti to consider building their message set from the LAESP message set to the extent possible, rather than creating a full new set of messages for the use of cdma2000.  Several of the TR45.6 messages could easily be built using the existing LAESP messages with the addition of new parameters.  A few cannot.  Cathy Fitzpatrick of Lucent took an assignment to lead an effort to come up with examples of Stage 2 text for each of the TR45.6 messages which is similar enough to an existing LAESP message to be built from it.  Bonnie will submit this information to TR45.6 for consideration.

b) T1M1 issues living list             

Prior to this meeting no response was received to the liaison from the TR-45 LAES Ad Hoc Group to T1S1 produced from our March meeting.

c) Comments on ISC (now IPCC) Document           

The Ad Hoc group does not have comments at this time to submit to the ISC group on the content of their document, but will continue carrying this agenda item with the hope of collecting comments to submit to the ISC group at a later time.  Contribution TR45.LAES/2003.04.23.08, the latest draft of the ISC working document, was made available to the LAES Ad Hoc Group.  A similar discussion took place under this agenda item to the discussion described above for TR45.6.  It was agreed that a liaison should be sent to the ISC group suggesting that they build their messages from the LAESP messages as applicable.  The LAES Ad Hoc liaison will also offer a placeholder for a technology specific section in J-STD-025-B for the ISC text as it stands (excluding editor’s notes) if the ISC group would like to have their text included in the Joint LAES AHG project.  It was noted during the meeting that for a ballot on any TIA project, voting rights may be extended to any group or individual with a strong material interest.  This would apply to the ISC group if they decide to accept this offer.
