ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: The Strategic Advisory Group (SAG) will meet in closed session on October 23 and 24, 1997. The mission of the SAG is to provide timely advice on scientific, technical,and policy-related issues to the Commander in Chief, U.S. Strategic Command, during the development of the nation's strategic warplans. At this meeting, the SAG will discuss strategic issues that relate to the development of the Single Integrated Operational Plan (SIOP). Full development of the topics will require discussion of information classified TOP SECRET in accordance with Executive Order 12958, April 17, 1995. Access to this information must be strictly limited to personnel having requisite security clearances and specific need-to-know. Unauthorized disclosure of the information to be discussed at the SAG meeting could have exceptionally grave impact upon national defense. In accordance with section 10(d) of the Federal Advisory Committee Act, (5 U.S.C. ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: This notice sets forth the schedule and summary agenda for the meeting of the National Defense Panel on August 18 and 19, 1997. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. No. 92-463, as amended [5 U.S.C. App. II, (1982)], it has been determined that this National Defense Panel meeting concerns matters listed in 5 U.S.C. 552b (c)(1)(1982), and that accordingly this meeting will be closed to the public from 0830-1700, August 18 and 19, 1997 in order for the Panel to discuss classified material. SUPPLEMENTARY INFORMATION: The National Defense Panel was established on January 14, 1997 in accordance with the Military Force Structure Review Act of 1996, Public Law 104-201. The mission of the National Defense Panel is to provide the Secretary of Defense and Congress with an independent, non-partisan assessment of the Secretary's Quadrennial Defense Review and an Alternative Force Structure Analysis. This analysis will explore innovative ways to meet the national security challenges of the twenty-first century. PROPOSED SCHEDULE AND AGENDA: The National Defense Panel will meet in closed session from 0830-1700 on August 18 and from 0830-1700 on August 19, 1997. During the closed session on August 18 from 1400-1500 the Panel will meet with General Peay, CINC, U.S. Central Command, MacDill AFB, FL at the Crystal Mall 3 office. On August 19 from 1999-1100 the Panel will meet with General Shelton, CINC, U.S. Southern Command and from 1330-1430 the Panel will meet with General Estes, CINC, NORAD/ SPACE Command, Peterson, AFB, CO at the Crystal Mall 3 office. During the remainder of the meeting times during the closed session the National Defense Panel will present status updates of various future strategies, discuss desired capabilities, and develop future force elements. The determination to close the meeting is based on the consideration that it is expected that discussion will involve classified matters of national security concern throughout. The Board will advise the President on proposed legislative initiatives and executive orders pertaining to U.S. security policy, procedures and practices as developed by the U.S. Security Policy Board, and will function as a Federal advisory committee in accordance with the provisions of Pub. L. 92-463, the ``Federal Advisory Committee Act.'' The President has appointed from the private sector, three of five Board members each with a prominent background and expertise related to security policy matters. General Larry Welch, USAF (Ret.) will chair the Board. Other members include: Admiral Thomas Brooks, USN (Ret.) and Ms. Nina Stewart. The next meeting of the Board will be held on 10 September 1997, at 0930 hours at the Holiday Inn, 225 McClellan Highway, East Boston, MA 02128. The meeting will be open to the public.
