Some infos about crypto situation in France :

The french "Conseil d'Etat" in favour of the pursuit of anti-crypto
laws.
In a Report handed over to the Prime Minister September the 8th,
titled "Internet et les réseaux numériques," the french "Conseil d'État"
(the legal advisor of the Government) examines at length the
cryptographic question. Taking up some classical arguments, the Report
doesn't envisage the abrogation of anti-crypto french laws and calls
for a "compromise" between public liberties and "public security". The
word "balance" (équilibre) is used. The Report talks about "electronic
commerce" and almost never about "privacy".
COMMENT OF "PGP POUR LES FRANÇAIS" : We consider that France and
french citizens have a "cryptographic mission" towards the world,
which is promote strong cryptographic usage in despite of
prohibitions. This mission ensues from this slogan : "La Liberté est
née en France" (Liberty is born in France).
